A bill to amend 1927 PA 150, entitled "An act to prescribe a privilege tax for the use of the public highways by owners and drivers of motor vehicles by imposing a specific tax upon the sale or use, within the state of Michigan, of motor fuel; to prescribe the manner and the time of paying this tax and the duties of officials and others respecting the payment and collection of this tax; to provide for the licensing of wholesale distributors, certain retail dealers, exporters, and suppliers as defined in this act; to fix a time when this tax and interest and penalties thereon become a lien upon the property of persons, firms, partnerships, associations, or corporations, subject to the payment of this tax; to provide for the enforcement of this lien; to permit the inspection and testing of petroleum products; to provide for certain exemptions and refunds and for the disposition of the proceeds of this tax; and to prescribe penalties for the violation of this act," by amending sections 8, 22, and 34 (MCL 207.108, 207.122, and 207.134), sections 8 and 34 as amended by 1997 PA 83 and section 22 as amended by 1998 PA 29.

A resolution proclaiming May 20-26, 2000, as National Safe Boating Week.
Whereas, Recreational boating is fun and enjoyable, and we are fortunate that we have sufficient resources to accommodate the wide variety of pleasure boating demands. However, our waterways can become crowded at times and be a place of chaos and confusion. While being a marvelous source of recreation, boating, to the unprepared, can be a risky sport. Not knowing or obeying the navigation rules or the nautical "Rules of the Road", drinking alcohol, or taking drugs while operating a boat, or choosing not to wear your life jacket, are all examples of human error or a lack of proper judgement. One particular behavior that can reduce by approximately 80% the number of boaters who lose their lives by drowning each year, is the wearing of a life jacket. It is a simple task that has the potential to reduce terrible loss in lives; and
Whereas, Knowledge and skills are important in reducing human error and improving judgement. If a person is aware of the risk, they are likely to take the precautionary measures to protect themselves and their friends and family. That is why we must continue to spread the messages of boating safety not only during National Safe Boating Week but also throughout the entire year; and
Whereas, Approximately 800 people die each year in boating-related accidents in the U.S., nearly 80% of these are fatalities caused by drowning; and
Whereas, The vast majority of these accidents are caused by human error or poor judgement and not by the boat, equipment, or environmental factors; and
Whereas, A significant number of boaters who lose their lives by drowning each year would be alive today had they worn their life jackets. Modern life jackets are more comfortable, more attractive, and more wearable than styles of years past and deserve a fresh look by today's boating public; now, therefore, be it
Resolved by the House of Representatives, That this legislative body supports the goals of the North American Safe Boating Campaign and proclaim May 20-26, 2000, as National Safe Boating Week and the start of the year-round effort to promote safe boating; and be it further
Resolved, That we urge all those who boat to "Boat Smart from the Start" by wearing a life jacket and practicing safe boating habits.

A resolution in memory of Larry R. Golder.
Whereas, Larry R. Golder of 6991 Ratz Road, Hubbard Lake, passed away on Monday, March 13, 2000, as a result of a tragic work-site accident; and
Whereas, Mr. Golder was born on January 18, 1953 in Alpena and was a lifelong resident of northeast Michigan. On May 13, 1989, he married Diane Adamski. He was employed with the Alpena County Road Commission for the past 14 years; and
Whereas, Larry was very proud to be a volunteer fireman for the Hubbard Lake Fire Department for 23 years and conducted a large amount of research on fire and rescue equipment; and
Whereas, Just a few of the worthwhile endeavors Larry Golder was responsible for were:
* The mapping and addressing of Hubbard Lake residents to facilitate quick response by fire and rescue teams
* Building the hose roller for the Fire Department
* Acquiring the portable pump, hotsticks, and gloves for the department
* Starting the dry hydrants in the area
* Taking the initiative to obtain a personal watercraft for water rescues
* Mounting a 25-gallon tank on his quad-runner for fighting grass fires
* Helping to build the new addition onto the Fire Hall and helping with new fire and rescue equipment
; and
Whereas, Larry liked old cars and trucks and especially enjoyed refurbishing and restoring old farm equipment and vehicles. He was very proud of his 1974 orange Corvette and John Deere tractor. He built his own home and workshop, enjoyed gardening, and loved to cook food; and
Whereas, Larry loved the out-of-doors. His idea of a vacation was going out into the woods to hunt for elk, deer, and turkey. He would plan for months hunting trips in- and out-of-state. He was a long-time member of many organizations including the National Rifle Association, the Rocky Mountain Elk Foundation, White Tails Unlimited, and a life member of the North American Hunting Club. He believed fervently in the right to bear firearms; and
Whereas, Larry always took pride in his work at the Alpena County Road Commission plowing snow, repairing roads, and doing whatever was necessary. He deeply cared about people and was always likable. It is said that once you met Larry, you never forgot him. He always had a smile and was always there if someone needed help; and

A resolution to commemorate the thirtieth anniversary of the Congress of Secular Jewish Organizations and the twenty-fifth anniversary of its teen/young adult conference.
Whereas, With great respect for the impact that cultural pride and identity can have in enriching lives and strengthening our society, we commend the membership of the Congress of Secular Jewish Organizations. As this network of affiliate groups from across this country and Canada marks its thirtieth anniversary and the twenty-fifth anniversary of the teen/young adult component, we offer our congratulations on this milestone; and
Whereas, Since its establishment in Detroit, Michigan in 1970 under the leadership of the late Harold D. Gales, the Congress of Secular Jewish Organizations has, through its independent member groups, promoted secular Jewish traditions through a host of endeavors. Its organizations have used innovative means to advance the study of Jewish history, literature, music, and philosophy. A unifying theme of all activities is an awareness of the importance of history and community in a world that often holds little value for either; and
Whereas, True to traditions that are centuries old, the Congress of Secular Jewish Organizations combines its respect for the past with an abiding sense of social justice and humanism. Through study and activism, member groups work to understand and solve problems facing children, environmental concerns, health care problems, social attitudes that divide us, and international conflicts. Youth programs instill this spirit of unselfishness in our rising generation; and
Whereas, As members of the groups in the Congress gather in Ypsilanti to celebrate their achievements, may they realize that their efforts are appreciated far beyond those whose lives they have touched directly; now, therefore, be it
Resolved by the House of Representatives, That we offer our congratulations and best wishes upon the occasion of the thirtieth anniversary of the Congress of Secular Jewish Organizations and the twenty-fifth anniversary of its teen/young adult conference; and be it further

(2) The state treasurer shall not grant more than 25 exclusions under this section each year.".
