We are most grateful, Lord, for Your gift of a free society. We are particularly grateful today for the ability to go to the polls, to vote, and to choose the person whom we want to be the nominee. We ask that all vote their consciences, and to make our system work, we choose carefully. But we remember always that this is Your world. You never lose control of anything where Your will is done, and we accept it.

We thank You for Your mercy and Your greatness and our gifts that You've given to us. Help us in this body to use our wisdom and abilities to the best that we can. Thank You for this day. Thank You for this hour. Bless and help us as we all do our task. In Jesus' name. Amen.

Senate Resolution No. 127.

A resolution to memorialize the Congress of the United States not to divert, remove, or sell in bulk Great Lakes basin water.

Whereas, In August 1999, the International Joint Commission (IJC), which assists the United States and Canada to jointly manage their border waters, recommended that for the next six months while it completes its investigation, federal, state, and provincial governments should not authorize or permit any diversions, removals, or new bulk sales of Great Lakes basin water; and

Whereas, The Great Lakes basin, which provides water for 33 million people within eight states and two Canadian provinces, is a critical part of the environmental, historical, and economic heritage of the region; and

Whereas, There is never a "surplus" of water in the Great Lakes basin. For the most part, the Great Lakes basin is a nonrenewable resource where on average less than one percent of the water is renewed annually by precipitation, surface water runoff, and inflow from groundwater sources. Further, mounting scientific evidence of the potential for climate change adds uncertainty over future supplies of Great Lakes basin water that will affect its levels and flows; and

Whereas, Congress has plenary power under the United States Constitution commerce clause to regulate interstate commerce. This federal authority includes the power to sanction and manage the diversion, removals, or bulk sales of Great Lakes basin water. In the absence of congressional approval, states are not permitted to take actions that interfere with interstate commerce; and

Whereas, The IJC's final report will be submitted to the United States and Canadian governments in February 2000; now, therefore, be it

Resolved by the Senate, That we memorialize the Congress of the United States not to divert, remove, or sell in bulk Great Lakes basin water; and be it further

Resolved, That a copy of this resolution be transmitted to the President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and the members of the Michigan congressional delegation.

Pending the order that, under rule 3.204, the resolution be referred to the Committee on Government Operations,

A concurrent resolution to memorialize the Congress of the United States not to divert, remove, or sell in bulk Great Lakes basin water.
