"O God of heaven and earth, You are the ruler of all, even that tiny portion of the universe we boastfully call 'the great state of Michigan.' Be present with us as we deliberate this day and every day. Keep us conscious of our duty to promote the general welfare of the citizens we serve as representatives.

O God of peace, make us attentive to Your still small voice even though our voices may get loud or contentious. As we speak publicly of bipartisan cooperation, deliver us from the secret presumption that those on the other side of the aisle are without wisdom or knowledge. As we debate and disagree among ourselves, keep us from being disagreeable in thought, word, or deed. Let not hot heads or cold feet keep us from our obligation to serve the people with justice, kindness and compassion.

Help us, God of compassion, to serve Your people with energy, intelligence, imagination and love so that we may discern that which is right. Deliver us from the easy path of political expedience. All this we pray in the name of all that is sacred to each of us. Amen."

House Resolution No. 8.

A resolution honoring LaVonne Sheffield for her appointment as Chief of Staff to Dr. Kenneth Burnley, CEO, Detroit Public Schools.

Whereas, It is with great pleasure that we join with the City of Detroit, friends, and family in extending congratulations to LaVonne Sheffield upon her appointment as Chief of Staff to Dr. Kenneth Burnley, CEO of the Detroit Public Schools; and

Whereas, LaVonne Sheffield is a native of Detroit who received her Bachelor of Arts and Masters of Arts from Wayne State University and her Ph.D. from the University of Michigan. She attended Harvard University, the John F. Kennedy School of Government, where she completed the program for senior executives in local and state government. LaVonne began her career in education teaching english, journalism, mathematics, and social studies at the secondary level with the Detroit Public Schools. She served as the Director and Assistant Director for the Department of Community Development for the City of Pontiac, Michigan. In the mid-1980's, LaVonne relocated to Cleveland, Ohio. She served as the Dean of Community Education Services at Cuyahoga Community College and as a special assistant to the Provost of the Metropolitan Campus; and

Whereas, LaVonne joined Mayor Michael R.White's administration as Chief of Staff in December of 1993 and served in that capacity until December of 1999. She was responsible for coordinating the day-to-day operations of the City, with an annual operating and capital budget of 285 million dollars with specific oversight for the Finance, Law, Port Control, and the Community Relations Departments. LaVonne played a key role in the Mayor's efforts to streamline government and to make it more responsive to citizen needs. She was also the Director of the Port Control Airport overseeing the day-to-day operations for the Cleveland International Airport and Burke Lakefront as well as the 1.4 billion dollar expansion of Cleveland Hopkins International Airport; and

Whereas, LaVonne's leadership and accomplishments in strategic planning and program development warrants our sincere commendation. Her deep concern for the betterment of her community and her striving to facilitate these goals have impressed all who have had the pleasure of working with her. LaVonne Sheffield will bring back a wealth of knowledge and experience that will be a great benefit to the citizens of Detroit as well as our great State; now, therefore, be it

Resolved by the House of Representatives, That the members of the legislative body join in congratulating LaVonne Sheffield on her appointment as Chief of Staff to Dr. Kenneth Burnley, CEO of the Detroit Public School and welcoming her back to the City of Detroit; and be it further

A resolution of tribute to Chaplain Aaron Milton.

Whereas, It is a pleasure to join with the family, friends, and co-workers in extending our best wishes upon the occasion of a good and faithful servant Superintendent Chaplain Aaron Milton's retirement. It is with sincere appreciation for the manner in which Superintendent Chaplain Aaron Milton's outstanding leadership has enriched lives throughout the entire community that we join with the family, friends, and co-workers of General Motors in giving thanks upon the occasion of his retirement; and

Whereas, Superintendent Chaplain Aaron Milton has been meeting the spiritual needs of the good people of General Motors since he arrived 35 years ago. With a heartfelt concern for others that is immediately apparent to all that meet him, Superintendent Chaplain Aaron Milton through the grace of God assisted countless individuals and families since that time; and

Whereas, With the retirement of Superintendent Chaplain Aaron Milton, the employees of General Motors are losing not only a spiritual mentor, but also a friend. However, there can be little doubt that his words and strength will long continue to be of the greatest value in the months and years to come; now, therefore, be it

Resolved by the House of Representatives, That we offer congratulations and gratitude upon the occasion of his retirement. May the future be filled with ample time to enjoy life and the love of family and friends; and be it further

A resolution honoring Ken MacGregor.

Whereas, With deep appreciation of the diversity of talents that must come together for educational excellence to be possible, we honor Ken MacGregor upon the occasion of his retirement from the Michigan Education Association. As Ken MacGregor brings to a close his service as Political Action Consultant, we add our voice of thanks to those of the 140,000+ members of the Michigan Education Association; and

Whereas, As anyone who has spent much time around the process of education can attest, there are fewer endeavors more complex than education. The old African adage, "It takes a whole village to educate a child," certainly rings true, even in this age of computers and the Internet. Teachers, administrators, building personnel, lunch aides, bus drivers, learning assistants, and specialists all have important roles to play in helping young people become motivated and productive students. Each of these people, in turn, serves to complement the work started at home by parents and family. Ken MacGregor's advocacy of public education, proven leadership in education issues, and political acumen has well served the public education arena; and

Whereas, Frequently on the frontline for teachers and other public education employees, Ken MacGregor has fought to bring local millage and bond election efforts to fruition as well as repel statewide ballot proposals, like the so-called Tisch ones, that threatened public education funding. Ken MacGregor also developed and implemented the MEA's political and legislative programs. He conducted training programs for thousands of MEA members, culminating with trained MEA campaign workers in virtually every House and Senate district within the State of Michigan; and

Whereas, In his work as Political Action Consultant over the past 28 years, Ken MacGregor has been an integral part of the Michigan Education Association. With his heartfelt concern for public education, Ken MacGregor has worked to strengthen education in Michigan; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body offer this expression of heartfelt congratulations to Ken MacGregor as he leaves Michigan to join the National Educational Association in Denver, Colorado; and be it further

A resolution to direct the leadership of this legislative body to urge the leadership of the Michigan Senate to take up House Concurrent Resolution No. 1, rejecting the determinations of the State Officers Compensation Commission for 2001 and 2002.

Whereas, This state, as well as our nation, is facing a time of wavering economic conditions; and

Whereas, The elected officials of this state must lead by personal example; and

Whereas, A thirty-five percent increase in the pay of the elected representatives of the people should be dealt with in a forthright and open manner; and

Whereas, To allow such an increase to become effective without open debate and a vote by an entire legislative body does not qualify as responsible leadership; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body, having openly debated and rejected this proposal, direct the Speaker of the House and the House Democratic Leader to meet with their counterparts in the Michigan Senate and urge them to take up and openly debate House Concurrent Resolution No. 1, which seeks to reject the determinations of the State Officers Compensation Commission for 2001 and 2002.

House Resolution No. 12.

A resolution honoring Captain Wally Beaver and Lieutenant Kevin Roomsburg.

Whereas, Captain Wally Beaver and Lieutenant Kevin Roomsburg have been selected to receive this resolution in grateful recognition of outstanding service to the people of the entire community as members of the Galesburg-Charleston Township Fire Department. On this occasion, it is most appropriate to offer this expression of thanks for the efforts of Captain Wally Beaver and Lieutenant Kevin Roomsburg in the undertaking of their daily responsibility as volunteer firefighters to protect the lives and property of others; and

Whereas, Through their dedicated efforts with the Galesburg-Charleston Township Fire Department, Captain Wally Beaver and Lieutenant Kevin Roomsburg have clearly demonstrated the highest qualities of citizenship and unselfishness. On October 10, 2000, this concern for others was most obvious in the heroic battle fought to save the life of a young Galesburg citizen. Together the firefighters' courage, determination, and skills helped them to free the victim from a burning vehicle. Indeed, the changing nature of the job requires dedicated fire fighters like Captain Wally Beaver and Lieutenant Kevin Roomsburg to devote numerous hours of training in order to handle different types of situations; and

Whereas, The quality of a fire department has a significant impact on any community. Whether the department is an on-call unit relying on volunteers or a highly sophisticated urban department, we all rely on people like Captain Wally Beaver and Lieutenant Kevin Roomsburg for the safety of our homes, businesses, and the lives of those we love; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body congratulate Captain Wally Beaver and Lieutenant Kevin Roomsburg of the Galesburg-Charleston Township Fire Department as they are honored today. May Captain Wally Beaver and Lieutenant Kevin Roomsburg and their families know of our appreciation for all of their heroic efforts; and be it further

Resolved, That a copy of this resolution be transmitted to Captain Wally Beaver and Lieutenant Kevin Roomsburg as evidence of our best wishes for their future.

A bill to amend 1951 PA 51, entitled "An act to provide for the classification of all public roads, streets, and highways in this state, and for the revision of that classification and for additions to and deletions from each classification; to set up and establish the Michigan transportation fund; to provide for the deposits in the Michigan transportation fund of specific taxes on motor vehicles and motor vehicle fuels; to provide for the allocation of funds from the Michigan transportation fund and the use and administration of the fund for transportation purposes; to set up and establish the truck safety fund; to provide for the allocation of funds from the truck safety fund and administration of the fund for truck safety purposes; to set up and establish the Michigan truck safety commission; to establish certain standards for road contracts for certain businesses; to provide for the continuing review of transportation needs within the state; to authorize the state transportation commission, counties, cities, and villages to borrow money, issue bonds, and make pledges of funds for transportation purposes; to authorize counties to advance funds for the payment of deficiencies necessary for the payment of bonds issued under this act; to provide for the limitations, payment, retirement, and security of the bonds and pledges; to provide for appropriations and tax levies by counties and townships for county roads; to authorize contributions by townships for county roads; to provide for the establishment and administration of the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds; to provide for the deposits in the state trunk line fund, critical bridge fund, comprehensive transportation fund, and certain other funds of money raised by specific taxes and fees; to provide for definitions of public transportation functions and criteria; to define the purposes for which Michigan transportation funds may be allocated; to provide for Michigan transportation fund grants; to provide for review and approval of transportation programs; to provide for submission of annual legislative requests and reports; to provide for the establishment and functions of certain advisory entities; to provide for conditions for grants; to provide for the issuance of bonds and notes for transportation purposes; to provide for the powers and duties of certain state and local agencies and officials; to provide for the making of loans for transportation purposes by the state transportation department and for the receipt and repayment by local units and agencies of those loans from certain specified sources; and to repeal acts and parts of acts," by amending section 12 (MCL 247.662), as amended by 1997 PA 79, and by adding section 20b.
