"Lord, open unto us--light for our darkness. Open unto us--courage for our fear. Open unto us--hope for our despair and peace for our turmoil. Lord, open unto us--joy for our sorrow, strength for our weakness and wisdom for our confusion. Lord, open unto us--forgiveness for our sins, tenderness for our toughness and love for our hate. Lord, open unto us Thy Self for ourselves.
We thank You today for this opportunity to assemble once again. We pray, O Mighty God, that You would order our footsteps, guide us in Your Word that it might be a light unto our path. Let us not lean to our own understanding, but in all our ways acknowledge You and we know that You shall direct our path. We pray that You would be with us as we do the people's work today. We pray for wisdom and guidance. We pray that we will remember to do justice, love mercy and walk humbly before You. We pray Your blessing upon this great body--the Michigan House of Representatives. We ask that You would lead us in the way we should go. Let the words of my mouth, and the meditations of my heart, be acceptable in Thy sight O Lord, our Strength and our Redeemer. Let us all say, Amen."

Pursuant to Joint Rule 20, the full title of the act shall be inserted to read as follows:
"An act to revise, consolidate, and classify the laws relating to the insurance and surety business; to regulate the incorporation or formation of domestic insurance and surety companies and associations and the admission of foreign and alien companies and associations; to provide their rights, powers, and immunities and to prescribe the conditions on which companies and associations organized, existing, or authorized under this act may exercise their powers; to provide the rights, powers, and immunities and to prescribe the conditions on which other persons, firms, corporations, associations, risk retention groups, and purchasing groups engaged in an insurance or surety business may exercise their powers; to provide for the imposition of a privilege fee on domestic insurance companies and associations and the state accident fund; to provide for the imposition of a tax on the business of foreign and alien companies and associations; to provide for the imposition of a tax on risk retention groups and purchasing groups; to provide for the imposition of a tax on the business of surplus line agents; to provide for the imposition of regulatory fees on certain insurers; to modify tort liability arising out of certain accidents; to provide for limited actions with respect to that modified tort liability and to prescribe certain procedures for maintaining those actions; to require security for losses arising out of certain accidents; to provide for the continued availability and affordability of automobile insurance and homeowners insurance in this state and to facilitate the purchase of that insurance by all residents of this state at fair and reasonable rates; to provide for certain reporting with respect to insurance and with respect to certain claims against uninsured or self-insured persons; to prescribe duties for certain state departments and officers with respect to that reporting; to provide for certain assessments; to establish and continue certain state insurance funds; to modify and clarify the status, rights, powers, duties, and operations of the nonprofit malpractice insurance fund; to provide for the departmental supervision and regulation of the insurance and surety business within this state; to provide for regulation over worker's compensation self-insurers; to provide for the conservation, rehabilitation, or liquidation of unsound or insolvent insurers; to provide for the protection of policyholders, claimants, and creditors of unsound or insolvent insurers; to provide for associations of insurers to protect policyholders and claimants in the event of insurer insolvencies; to prescribe educational requirements for insurance agents and solicitors; to provide for the regulation of multiple employer welfare arrangements; to create an automobile theft prevention authority to reduce the number of automobile thefts in this state; to prescribe the powers and duties of the automobile theft prevention authority; to provide certain powers and duties upon certain officials, departments, and authorities of this state; to repeal acts and parts of acts; and to provide penalties for the violation of this act,".

A resolution honoring Patricia and Eugene Chownyk as they celebrate their 50th wedding anniversary.
Whereas, It is a distinct honor to join with the family and friends of Patricia and Eugene Chownyk of Roseville, Michigan, as they celebrate their 50th wedding anniversary on March 10, 2001. Pat was a high school friend of Gene's sister, Arlene, and Pat and Arlene worked together at the Mount Clemens Dairy. One evening Gene came to pick Arlene up from work. However, Arlene had already caught a ride with someone else so Gene offered to drive Pat home. The rest is history; and
Whereas, Pat and Eugene were married at Sacred Heart Church on February 3, 1951, and were blessed with six children: Bob, Bev, Barb, Rick, Ron, and Mark. Of the six in-laws, five are in law, Gerie, John, Sandy, Jane, and Lana. They have seven grandchildren: Rob, Danielle, Christy, Jesse, Rob, Holly, and Sandy, and one great-grandchild: Caitlyn; and
Whereas, Pat was born in Van Dyke to Amelia and Phil Delmotte. In addition to their children, they raised many dogs, cats, fish, hamsters, guinea pigs, and ducks. Amelia has been active in the Sacred Heart altar guild, lay ministry, and has served as President of both the Friends of the Roseville Library and the Roseville Historical Society. She served as a poll and census worker and was house manager with Gene of the Macomb Community College Center for the Performing Arts. All such efforts, except raising so many animals, culminated in her appointment as Roseville's Ambassador in 2000; and
Whereas, Gene was born in Detroit to Florence and John Chownyk and, until his reform, by Pat, was known as a bit of a hell raiser. He raced around the streets of Roseville and Detroit on a Model A and motorcycle and had several alleged incidents of outrunning the authorities. Gene served as a captain of industry for many years. He was a plant superintendent with Stecker Paper Box factory in Detroit and later served in management for Stock Brothers; now, therefore, be it
Resolved by the House of Representatives, That we offer our congratulations to Eugene and Patricia Chownyk as they celebrate their 50th anniversary; and be it further

A resolution honoring the efforts and hard work of Ann Louise Budd and Beverly Grunheid on behalf of the 18th Annual Michigan Horse Council Stallion Exhibition and Trade Show.
Whereas, It is a great pleasure to commend Ann Louise Budd and Beverly Grunheid for their commitment to the Michigan Horse Council Stallion Exhibition committee since its inception. Ann Louise Budd and Beverly Grunheid both worked on the original exhibition in 1984, which was held at the Civic Center in downtown Lansing. Since then, they have helped coordinate the only state horse show that is run entirely with the help of volunteers. This exhibition brings together several horse enthusiasts from across the state and from neighboring states. The event both educates and excites horse lovers each year and only improves with age; and
Whereas, This year the exhibition will be held at its third home, the Pavilion for Animal Livestock Education at Michigan State University. This event has consistently grown and has become an event with several thousand participants; and
Whereas, We wholeheartedly support Ann Louise Budd and Beverly Grunheid and further encourage the people of our great state to attend the 18th Annual Michigan Horse Council Stallion Exhibition and Trade Show which will be held on March 9, 10, and 11, 2001; now, therefore, be it
Resolved by the House of Representatives, That we commend Ann Louise Budd and Beverly Grunheid, and offer our complete support of the 18th Annual Michigan Horse Council Stallion Exhibition and Trade Show; and be it further

A resolution honoring Elder Willie James Joshua upon the occasion of his 90th birthday.
Whereas, It is with great pleasure that we extend special greetings to Elder Willie James Joshua upon the occasion of his 90th birthday. We are grateful for this opportunity to join with his family and many friends as we honor an individual who truly understands the beauty of life in its challenges and triumphs; and
Whereas, Born on March 20, 1911, Elder Willie James Joshua is a native of Gliddersville, Arkansas and is the oldest of seven children. The home of the Joshua family reverenced and feared God. At the age of seven, the Joshua family and their pastor, Elder Jesse Palm, were forced to flee Gliddersville because of their religious beliefs and the racial and religious intolerance which then permeated the South. Upon arrival in St. Louis, a church was established with the Joshua family as charter members. In 1919, Willie and his family moved to Detroit, Michigan; and
Whereas, In 1932, Willie Joshua found the love of his life and married Ella Lee Johnson. Elder Willie Joshua is the father of seven daughters: Josephine, Evelyn (deceased), Doris, Geraldine, Marjorie, Barbara, and Cheryl; three sons: Willie Jr., Donald, and Joseph; 15 grandchildren; 25 great grandchildren; and ten great great grandchildren. In 1940, Willie Joshua's path crossed the Adelaide Street Church. He heard the word of Alex Joshua and accepted the Lord Jesus Christ and received the baptism of the Holy Ghost. In 1946, the Lord called him to the ministry and on March 8, 1948, he received his ministerial license by the late Bishop J.S. Bailey. Willie James Joshua was ordained as an elder on August 30, 1956, during the State Convocation in Southwest Michigan; and
Whereas, Upon the death of his pastor, Bishop P.L. Lockett, on August 30, 1964, Elder Willie Joshua was appointed pastor of the Chene Street Church of God in Church now known as the Lockett Memorial COCIC. This honor was bestowed upon him because of his loyalty and faithfulness to his spiritual father in the gospel. Elder Joshua has served in many capacities of the church. He was chairman of District Three Southwest Michigan Jurisdiction One of the Church of Christ in Christ, member of the Ordination Board of Ministers, and state treasurer of Southwest Michigan Jurisdiction One. Elder Joshua maintains his belief that, "My Lord knows the way through the wilderness, and all I have to do is follow." His favorite scripture is, "While I live I will praise the Lord; I will sing praises unto my God while I have any being." Psalms 146:2; now, therefore, be it
Resolved by the House of Representatives, That we offer birthday greetings to Elder Willie James Joshua as he marks his 90th birthday. May the health and happiness his years so richly merit be with him always; and be it further
Resolved, That a copy of this resolution be transmitted to Elder Willie James Joshua as a token of our esteem.
