A resolution to memorialize the Congress of the United States to authorize continuation of funding for the Community-Oriented Policing Services program.
Whereas, The positive impact that results from a community-based approach by police officers working closely with those they serve is well documented. Putting peace officers in the streets to interact with people in neighborhoods, small business owners, and young people is a successful formula in reducing crime rates and in expediting solutions when problems arise; and
Whereas, Over the past several years, the Community-Oriented Policing Services (COPS) program has reaped many benefits across our country. Through COPS, as many as 100,000 more police officers are being placed out on the streets. They are deterring crime and establishing relationships that go a long way toward heading off problems before they develop. In five years, this federal initiative, which operates through the Department of Justice, has helped set new standards and attitudes in cities of various sizes; and
Whereas, In addition to putting more police officers out among the people, COPS has granted funds for programs in schools, technological advances in police departments, and public safety. Clearly, this program has encouraged partnerships that are making our nation safer and stronger; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to authorize continuation of funding for the Community-Oriented Policing Services program; and be it further

Whereas, It is with great respect for the time and dedication that Kelly O'Keefe bestowed upon our community that we offer our words of praise for her efforts. An esteemed resident of Oakland county and a student of Waterford Kettering High School, Kelly O'Keefe has achieved national recognition for exemplary volunteer service by receiving a 2001 Prudential Spirit of Community Award; and
Whereas, This prestigious award, presented by The Prudential Insurance Company of America in partnership with the National Association of Secondary School Principals, honors young volunteers across America who have demonstrated an extraordinary commitment to serving their communities; and
Whereas, Kelly O'Keefe earned this award by giving generously of her time and energy to collecting more than 3,000 toiletry products in a drive she organized to benefit the residents of a domestic violence shelter that recently burned down; and
Whereas, The success of the state of Michigan, the strength of our communities, and the overall vitality of American society depend, in great measure, upon the dedication of young people like Kelly O'Keefe who use their considerable talents and resources to serve others; now, therefore, be it
Resolved by the House of Representatives, That the members of this legislative body hereby congratulate and honor the achievements of Kelly O'Keefe as a recipient of a Prudential Spirit of Community Award. We applaud her outstanding record of volunteer service, peer leadership, and community spirit and extend our best wishes for continued success and happiness; and be it further

House Resolution No. 49.
A resolution to express support for stronger protections against water from the Great Lakes being transported out of the Great Lakes Basin.
Whereas, In 1985, the eight Great Lakes governors and the premiers of Ontario and Quebec entered into an agreement designed to safeguard the waters of the Great Lakes. Known as the Great Lakes Charter, this agreement set standards of use and cooperation that are vital to the long-term health of the lakes; and
Whereas, Over the years, there have been a variety of threats to divert water from the basin. Most observers, noting the dramatic and ever-increasing shortages of fresh water elsewhere and the advances likely to be made in technologies, feel that the future will bring more interest in water diversion strategies; and
Whereas, In reaction to threats to the lakes, including a 1998 proposal to export significant quantities of Lake Superior water, Annex 2001 has been developed to amend the Great Lakes Charter. This amendment incorporates recommendations of the International Joint Commission following its study of Great Lakes water uses. Annex 2001 provides specific criteria and sets strict standards to address any proposals for water withdrawal. The central aim of the amendment is to strengthen the authority of the Great Lakes governors and premiers and to ensure that diversions can only take place if the overall impact of the withdrawal can be proven to be an improvement to the waters and water-dependent natural resources of the Great Lakes Basin; now, therefore, be it
Resolved by the House of Representatives, That we express support for stronger protections against water from the Great Lakes being transported out of the Great Lakes Basin; and be it further
