Rep. Kolb, having reserved the right to explain his protest against the passage of the bill, made the following statement:
"Mr. Speaker and members of the House:
I voted no on Senate Bill 287 because the state faces a minimum General Fund deficit of $100 million in the current fiscal year and revenues continue to drop. I cannot in good conscience continue to spend additional state funds when working families are tightening their belts. In addition, approval of the capital outlay projects contained in this bill bring the state within $95 million of the State Building Authority Bond cap; a dangerous precedent should a state emergency develop."

Motions and Resolutions
Rep. Birkholz offered the following resolution:
House Resolution No. 543.
A resolution to express support for the proposed plan to preserve 390,000 acres of Upper Peninsula land from development.
Whereas, The Governor and several of the most prominent groups advocating outdoors recreation and conservation in Michigan recently announced a proposal to purchase nearly 390,000 acres of prime wilderness land in the Upper Peninsula. The proposal to buy this acreage from the Kamehameha School Trust in Hawaii centers on the creation of a unique partnership among the timber industry, the state and federal government, and philanthropic and conservation organizations; and
Whereas, As outlined, the public-private partnership would create an arrangement for the management and use of the land, with the purchase of the vast majority of the land through a timber company. Public access would be maintained for tourism and recreation through easement arrangements. The land would remain on the tax rolls and jobs would be created by the harvest of timber. The plan mirrors similar efforts to preserve land in New York and New Hampshire, although the Michigan arrangement would be far larger; and

A resolution promoting endometriosis awareness in Michigan.
Whereas, Endometriosis is a painful reproductive and immunological illness afflicting over 7 million women and teens in the United States, with an estimated 80 million more worldwide; and
Whereas, Endometriosis is a leading cause of female infertility, chronic pelvic pain, and gynecological surgery. It accounts for more than half of the 500,000 hysterectomies performed in the United States annually and their remains no cure; and
Whereas, We recognize that endometriosis is a debilitating disease with high social, physical, and emotional costs for those living with it. Many women suffer needlessly for many years because it is very difficult to treat and diagnose endometriosis. Government funded research has traditionally gone to other high-profile diseases and little effort has been made to designate appropriate funds to seek a cure for endometriosis; and
Whereas, The Endometriosis Research Center (ERC) was founded in 1997 and actively supports continued awareness, education, and research facilitation. Their organization offers free help and services to those suffering from endometriosis. The ERC also aggressively seeks to educate legislators and the medical community on the needs of those with this disease; now, therefore, be it

A resolution supporting civic education and declaring the third week in September as America's Legislators Back to School Week in Michigan.
Whereas, Michigan was created as a representative democracy in which all governmental power is inherent in the people who exercise that power through the legislative, executive, and judicial branches; and
Whereas, In recent years, citizen interest in government and knowledge of the political system has declined in part due to a weakening belief in, and a lack of understanding of the virtues and knowledge needed for a successful republican form of government; and
Whereas, Benjamin Rush, signer of the Declaration of Independence stated, "There is but one method of rendering a republican form of government durable, and that is by disseminating the seeds of virtue and knowledge through every part of the state by means of proper places and modes of education and this can be done effectively only by the aid of the legislature."; and
Whereas, The National Conference of State Legislatures (NCSL) has passed a resolution that says that the operations of the state legislatures and the roles of individual legislators are often little understood by citizens, and that public understanding of the institutions and processes of the government is critical to building public trust and confidence; and
Whereas, The NCSL resolution also states that state legislatures need to bring about a better understanding of the concept of representative democracy and that education about representative democracy should emphasize the importance of compromise and the difficulty of resolving competing interests in a diverse society; and
Whereas, Civic education is a vital tool to promote greater understanding of the legislative institution and the role of legislators in representative democracy. The NCSL urges the nation's state legislatures to promote civic education about representative democracy; and
Whereas, The NCSL has established America's Legislators Back to School Week, a national event where state legislators across the nation visit schools and classrooms to talk about the legislature and to observe activities in the schools.
