Rev. Curt Walters, Pastor of Covenant Christian Reformed Church in Cutlerville, offered the following invocation:

"Heavenly Father we praise and thank You today for health and strength and for the blessing of living in a place where we enjoy life and liberty and the pursuit of happiness. Thank You for the great state of Michigan and for all of the people who are in this building today to serve and to lead and to represent us as citizens. Lord, give them wisdom and discernment as they deliberate and discuss and conduct the business of our state. Grant each one of them the desire and the courage to do what is right and good and fair and not just what may be popular, so that they might serve us well and that they may bring glory to You. Bless this Chamber and all who serve here. We pray in Jesus' name. Amen."

Rep. Patterson moved to amend the title to read as follows:

A bill to make, supplement, and adjust appropriations for capital outlay and certain state departments for the fiscal year ending September 30, 2002 and the fiscal year ending September 30, 2003; to provide for the expenditure of the appropriations; and to prescribe certain conditions for the appropriations.

Rep. Kolb, having reserved the right to explain his protest against the passage of the bill, made the following statement:

"Mr. Speaker and members of the House:

I voted no on Senate Bill 287 because the state faces a minimum General Fund deficit of $100 million in the current fiscal year and revenues continue to drop. I cannot in good conscience continue to spend additional state funds when working families are tightening their belts. In addition, approval of the capital outlay projects contained in this bill bring the state within $95 million of the State Building Authority Bond cap; a dangerous precedent should a state emergency develop."

Rep. Patterson moved that when the House adjourns today it stand adjourned until Tuesday, September 24, at 12:00 Noon.

The motion prevailed.

By unanimous consent the House returned to the order of

Motions and Resolutions

Rep. Birkholz offered the following resolution:

House Resolution No. 543.

A resolution to express support for the proposed plan to preserve 390,000 acres of Upper Peninsula land from development.

Whereas, The Governor and several of the most prominent groups advocating outdoors recreation and conservation in Michigan recently announced a proposal to purchase nearly 390,000 acres of prime wilderness land in the Upper Peninsula. The proposal to buy this acreage from the Kamehameha School Trust in Hawaii centers on the creation of a unique partnership among the timber industry, the state and federal government, and philanthropic and conservation organizations; and

Whereas, As outlined, the public-private partnership would create an arrangement for the management and use of the land, with the purchase of the vast majority of the land through a timber company. Public access would be maintained for tourism and recreation through easement arrangements. The land would remain on the tax rolls and jobs would be created by the harvest of timber. The plan mirrors similar efforts to preserve land in New York and New Hampshire, although the Michigan arrangement would be far larger; and

Whereas, The land involved in the transaction is some of the most coveted recreational property in this region of the country. The parcels include major acreage near Tahquamenon Falls, the watersheds of the Two Hearted and Presque Isle Rivers, the Porcupine Mountains, and the Pictured Rocks. This is a remarkable opportunity to enhance Michigan's recreation, conservation, and economic interests. It is imperative that the state work effectively to bring all the necessary components together to win the bid and finalize the transaction; now, therefore, be it

Resolved by the House of Representatives, That we express support for the proposed plan to preserve 390,000 acres of Upper Peninsula land from development; and be it further

Resolved, That copies of this resolution be transmitted to the Office of the Governor and officials of the organizations involved in the proposal.

The resolution was referred to the Committee on Land Use and Environment.

Reps. Kooiman, Voorhees, Hart, Pestka, Jansen, Birkholz, Vander Roest, Richardville, Shulman, Mead, Van Woerkom, Faunce, Raczkowski, DeRossett, Sheltrown, Jelinek, Hager, Bishop, Cassis, DeWeese, LaSata, Zelenko, Spade, Vear, Caul, Newell, Jacobs, Gosselin, Hansen, Neumann, Ehardt, Kuipers, Rocca, DeVuyst, Lemmons, Woodward, Bovin, Hardman, Adamini, Durhal, Switalski, Lockwood, Richner, Dennis, Anderson, Murphy, Toy, Scranton, Clarke and Lipsey offered the following resolution:

House Resolution No. 544.

A resolution recognizing and commending the Kent County Medical Society on its 100th anniversary.

Whereas, It is with deep appreciation that we recognize the 100th anniversary of the Kent County Medical Society, founded in Grand Rapids, Michigan on November 14, 1902. The original 43 charter physicians started a long standing commitment to improving and expanding medical care to the expanding community in Kent County; and

Whereas, Originally founded as a charter component county medical society by the Michigan State Medical Society, the Kent County Medical Society has grown to serve various leadership roles in the American Medical Society and the Michigan Medical Society; and

Whereas, The Kent County Medical Society remains committed to the community through aiding in the education and training of medical students and residents. They provide medical student loans, nursing tuition grants, and achievement awards to students thorough the Kent Medical Foundation. Members of the Kent County Medical Society have given their time and talent to care for not only patients and citizens of Kent County but have used their talents to serve others throughout the world; and

Whereas, The Kent County Medical Society remains committed to improving and expanding community healthcare by actively advocating public health initiatives and patient advocacy while helping members within Kent County develop professionally; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body recognize and commend the Kent County Medical Society. We commend them on their 100th anniversary; and be it further

Resolved, That a copy of this resolution be transmitted to the Kent County Medical Society as a token of our esteem.

Pending the reference of the resolution to a committee,

Rep. Patterson moved that Rule 77 be suspended and the resolution be considered at this time.

The motion prevailed, 3/5 of the members present voting therefor.

The question being on the adoption of the resolution,

The resolution was adopted.

Reps. DeWeese, Birkholz, Vander Roest, Richardville, Shulman, Mead, Van Woerkom, Faunce, Raczkowski, DeRossett, Sheltrown, Jelinek, Hager, Bishop, Cassis, LaSata, Voorhees, Zelenko, Spade, Vear, Caul, Newell, Jacobs, Gosselin, Hansen, Neumann, Ehardt, Kuipers, Rocca, DeVuyst, Lemmons, Woodward, Bovin, Hardman, Durhal, Switalski, Kooiman, Lockwood, Richner, Dennis, Murphy, Toy, Scranton and Clarke offered the following resolution:

House Resolution No. 545.

A resolution promoting endometriosis awareness in Michigan.

Whereas, Endometriosis is a painful reproductive and immunological illness afflicting over 7 million women and teens in the United States, with an estimated 80 million more worldwide; and

Whereas, Endometriosis is a leading cause of female infertility, chronic pelvic pain, and gynecological surgery. It accounts for more than half of the 500,000 hysterectomies performed in the United States annually and their remains no cure; and

Whereas, We recognize that endometriosis is a debilitating disease with high social, physical, and emotional costs for those living with it. Many women suffer needlessly for many years because it is very difficult to treat and diagnose endometriosis. Government funded research has traditionally gone to other high-profile diseases and little effort has been made to designate appropriate funds to seek a cure for endometriosis; and

Whereas, The Endometriosis Research Center (ERC) was founded in 1997 and actively supports continued awareness, education, and research facilitation. Their organization offers free help and services to those suffering from endometriosis. The ERC also aggressively seeks to educate legislators and the medical community on the needs of those with this disease; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body promote endometriosis awareness in Michigan. We support the Endometriosis Research Center on its cause to eradicate this painful disease; and be it further

Resolved, That a copy of this resolution be transmitted to the Endometriosis Research Center as a token of our sincere support for finding a cure for endometriosis.

Pending the reference of the resolution to a committee,

Rep. Patterson moved that Rule 77 be suspended and the resolution be considered at this time.

The motion prevailed, 3/5 of the members present voting therefor.

The question being on the adoption of the resolution,

House Resolution No. 546.

A resolution supporting civic education and declaring the third week in September as America's Legislators Back to School Week in Michigan.

Whereas, Michigan was created as a representative democracy in which all governmental power is inherent in the people who exercise that power through the legislative, executive, and judicial branches; and

Whereas, In recent years, citizen interest in government and knowledge of the political system has declined in part due to a weakening belief in, and a lack of understanding of the virtues and knowledge needed for a successful republican form of government; and

Whereas, Benjamin Rush, signer of the Declaration of Independence stated, "There is but one method of rendering a republican form of government durable, and that is by disseminating the seeds of virtue and knowledge through every part of the state by means of proper places and modes of education and this can be done effectively only by the aid of the legislature."; and

Whereas, The National Conference of State Legislatures (NCSL) has passed a resolution that says that the operations of the state legislatures and the roles of individual legislators are often little understood by citizens, and that public understanding of the institutions and processes of the government is critical to building public trust and confidence; and

Whereas, The NCSL resolution also states that state legislatures need to bring about a better understanding of the concept of representative democracy and that education about representative democracy should emphasize the importance of compromise and the difficulty of resolving competing interests in a diverse society; and

Whereas, Civic education is a vital tool to promote greater understanding of the legislative institution and the role of legislators in representative democracy. The NCSL urges the nation's state legislatures to promote civic education about representative democracy; and

Whereas, The NCSL has established America's Legislators Back to School Week, a national event where state legislators across the nation visit schools and classrooms to talk about the legislature and to observe activities in the schools. Legislators will benefit from interacting with students, teachers, and administrators; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body support civic education and declare the third week in September as America's Legislators Back to School Week in Michigan. We urge all members of the legislature to visit schools during that week and to promote greater understanding of the legislative institution and the role of legislators in representative democracy.

Pending the reference of the resolution to a committee,

Rep. Patterson moved that Rule 77 be suspended and the resolution be considered at this time.

The motion prevailed, 3/5 of the members present voting therefor.

The resolution was adopted.

Reps. Mead, Birkholz, Vander Roest, Thomas, Richardville, Shulman, Van Woerkom, Faunce, Raczkowski, DeRossett, Sheltrown, Jelinek, Hager, Bishop, Cassis, DeWeese, LaSata, Voorhees, Zelenko, Spade, Stewart, Vear, Caul, Newell, Jacobs, Gosselin, Hansen, Neumann, Ehardt, Kuipers, Rocca, Lemmons, Woodward, Bovin, Hardman, Adamini, Durhal, Schermesser, Switalski, Kooiman, Lockwood, Bernero, Richner, Dennis, Jansen, Anderson, Murphy, Toy, Scranton and Clarke offered the following resolution:

House Resolution No. 547.

A resolution commemorating September 18, 2002, as Propane Awareness Day in Michigan.

Whereas, The mission of the Michigan Propane Gas Association is to promote the proper handling and use of propane, work for a favorable environment for propane distribution and marketing, and to increase its application by demonstrating propane's value as a clean energy source; and

Whereas, The Michigan Propane Gas Association is a trade and membership service organization that represents propane marketers throughout the state. Founded on April 3, 1947, the Association has grown in its influence, while maintaining its core principles of education and safety. The Association's primary purpose is to maintain high standards of practice within the industry and, in so doing, protecting and expanding the ability of its members to compete in the marketplace. It is dedicated to the betterment of the propane industry and to the customers it serves in Michigan. Since its inception, the Michigan Propane Gas Association has been supported by its many volunteers who dedicate their time for the betterment of the industry; and

Whereas, The Michigan Propane Gas Association established Propane Awareness Day to demonstrate the numerous uses of propane and its safe use. We salute the people of the Michigan Propane Gas Association for their efforts to expand our awareness and knowledge of the propane industry; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body commemorate September 18, 2002, as Propane Awareness Day in Michigan; and be it further

Resolved, That a copy of this resolution be transmitted to the organizers of Propane Awareness Day as evidence of our esteem.

Pending the reference of the resolution to a committee,
