"Almighty and Heavenly Father, we have come to Lansing today with great expectation. We have come with uplifted hearts. We have come from the east and from the west and we have come from the north and the south. We have used many means of transportation to come to this ordinate body today. This a time of expectation because history is about to be made. We come our Father, not on our behalf, but on the behalf of our many individuals back home. Some unable to make it from one place to another, some crying for help. We come at this hour to invoke Your divine blessing upon the House this afternoon and we, O God, pray for this group of people. I hear the Psalm saying: 'Behold, how good and how pleasant it is for brothers and sisters to dwell together in unity.' So we come together to make it better for our people. May Your Spirit, may Your love, may Your mercy prevail. Bless our Governor, bless all who are concerned about others. It is in the precious name of Him who taught us to love and to work together with all persons. In this name, the Creator of the universe, we pray and ask all these favors and others. And all the people cry together with the preacher. Amen."

"An act to codify, revise, consolidate, and classify the laws relating to mental health; to prescribe the powers and duties of certain state and local agencies and officials and certain private agencies and individuals; to regulate certain agencies and facilities providing mental health services; to provide for certain charges and fees; to establish civil admission procedures for individuals with mental illness or developmental disabilities; to establish guardianship procedures for individuals with development disability; to establish procedures regarding individuals with mental illness or developmental disability who are in the criminal justice system; to provide for penalties and remedies; and to repeal acts and parts of acts,".

Whereas, During the week of Thanksgiving, we all should take time to honor the importance of families and recognize the special connections that support and strengthen families year round; and

House Resolution No. 572.

A resolution commemorating Newberry as the Moose Capital of Michigan.

Whereas, We hereby commemorate Newberry as the Moose Capital of Michigan. Moose were given complete protection in Michigan in 1889, but soon disappeared from the Lower Peninsula and only a small herd survived in the Upper Peninsula; and

Whereas, In the 1930's, the Department of Natural Resources began efforts to increase the moose population in the Upper Peninsula from the herd on Isle Royale. Seventy-one animals were live-trapped and transported to the mainland. The majority of the herds were released in Keweenaw, Marquette, and Schoolcraft counties. Unfortunately, the project was not successful; and

Whereas, In the 1970's, biologists noted changes in the Upper Peninsula that resulted in better habitat for moose. The prospects for reintroduction looked good and releasing a sizable number of moose into one area with good habitat would stimulate reproduction and result in a self-sustaining population. In 1985 and 1987, with the help of sporting clubs, civic groups, and other interested people, 59 moose were brought from Algonquin Provincial Park, Ontario, and released in Marquette County; and

Whereas, Since 1985, biologists have studied the reintroduced moose population. As the population grew, the biologists began using a population model based on the birth and death rates. Over time, maintaining an adequate sample of animals for the population model was not feasible. In 1996, the DNR began using aerial surveys. Now, Tahquamenon Falls State Park receives more moose sighting reports than any other location in Michigan; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body commemorate Newberry as the Moose Capital of Michigan. We commend all of the residents of Michigan who contributed in the reintroduction process; and be it further

Resolved, That a copy of this resolution be transmitted to the Newberry Chamber of Commerce as evidence of our support.

House Resolution No. 573.

A resolution designating November 14, 2002, as Michigan Diabetes Awareness Day.

Whereas, Diabetes has reached epidemic proportions in the United States. In Michigan, more than 409,000 residents have been diagnosed with type 2 diabetes and many others remain undiagnosed; and

Whereas, There are more than 204,000 people in Michigan who have not been able to achieve adequate blood sugar control and therefore remain at increased risk for the serious consequences associated with uncontrolled diabetes such as blindness, nerve damage, amputation, kidney disease, and dialysis; and

Whereas, A1C, a test that measures blood glucose levels over a two-month period, is considered the standard for assessing blood sugar control. An A1C level below 7% is the goal established by the American Diabetes Association (ADA) and is important to attain to reduce the risk of serious complications. However, more than half of Americans with diabetes undergoing treatment have unacceptably high blood sugar levels; and

Whereas, There is a great need for the community-at-large to commit to ensuring that diabetes is properly monitored and treated in the United States. We must help the diabetic population to live a healthy life with diabetes by achieving an A1C level of less than 7%. Physicians must be encouraged to work cooperatively with their patients to optimize treatment and the management of diabetes. Barriers to service must be removed through the improvement of the existing patient structure. Finally, if a patient has an A1C level higher than 7%, we must ensure that they are taking advantage of every possible resource to lower that level; and

Whereas, We challenge all citizens in Michigan to help those affected by diabetes to achieve an A1C of 7% or less. We urge everyone in Michigan affected by diabetes, whether practitioners, educators, policy-makers, patients, or caregivers, to pledge their commitment to advancing this cause and helping to ensure that those with diabetes are living healthier lives; now, therefore, be it

Resolved by the House of Representatives, That the members of legislative body designate November 14, 2002, as Michigan Diabetes Awareness Day; and be further

Resolved, That a copy of this resolution be transmitted to the American Diabetes Association as evidence of our support toward achieving this worthy goal.
