A SUMMARY OF HOUSE BILL 4019 AS INTRODUCED 1-25-01

The bill would amend the Public Health Code to require licensed health facilities or agencies to provide their health professional staff (and other staff, at the option of the facility) with training in first aid, cardiopulmonary resuscitation, and foreign body obstruction of the airway. (Under the code, the term "health facility or agency" includes ambulance and other medical transport services, clinical laboratories, county medical care facilities, freestanding surgical outpatient facilities, health maintenance organizations, homes for the aged, hospitals, nursing homes, hospices, and hospice residences.) The training would have to be approved by the Department of Consumer and Industry Services and offered or approved by the American Red Cross, the American Heart Association, or a comparable organization. Further, the bill would require that a health facility or agency have on duty during all hours of operation at least one health professional staff member who has successfully completed the course of training described in the bill and who holds a valid, current certification in first aid and cardiopulmonary resuscitation issued by the organization offering the training. The bill would also amend the provision of the code that requires the department to promulgate rules to implement the licensing provisions that apply to health facilities and agencies. The bill would add staff training to the listing of items that the department is to address in rules.
