A SUMMARY OF HOUSE BILL 4474 AS INTRODUCED 3-15-01
Public Act 166 of 1965 regulates prevailing wages and fringe benefits on state projects. Under the act, contracts on state projects must specify that the rates of wages and fringe benefits to be paid to workers (with the exception of workers subject to the jurisdiction of the state civil service commission) cannot be less than the wage and fringe benefit rates prevailing in the locality in which the work is to be performed. "State projects" are defined under the act to include work on public buildings, schools, works, bridges, highways, or roads. House Bill 4474 would exclude snowmobile bridges located on the state recreational snowmobile trail system from this definition. Specifically, the bill would specify that a "state project" would not include the construction, alteration, repair, installation, painting, completion, demolition, conditioning, reconditioning, or improvement of a bridge for snowmobiles located on the recreational snowmobile trail system in the state.
