A SUMMARY OF HOUSE BILL 4475 AS INTRODUCED 3-15-01
House Bill 4475 would amend Part 365 of the Natural Resources and Environmental Protection Act (NREPA), which concerns the protection of endangered species, to permit the importation and sale of parts or products of gray wolf (canis lupus) and lynx (lynx canadensis) under certain conditions.
Importation and Sale. The bill would specify that a person could take, possess, transport, import, export, process, sell, offer for sale, buy, or offer to buy, and a common or contract carrier could transport or receive for shipment, parts or products of gray wolf and lynx provided that both of the following applied:
· The gray wolf or lynx had been legally taken in another state or country; and
· A certificate of origin showing that the requirements regarding legal taking were met accompanied the parts or products. In addition, the Department of Natural Resources would have to prescribe the requirements for a certificate of origin within 90 days after the effective date of the bill. The requirements would have to be issued by order in the manner provided under Part 401 of the act, which regulates Wildlife Conservation.
