A SUMMARY OF HOUSE BILL 4977 AS INTRODUCED 6-19-01

House Bill 4977 would amend the Library Privacy Act. Under the bill, before a person would be allowed to access a computer, computer program, computer network, or computer system made available to the public at a library for the purposes of accessing the internet, sending or receiving electronic mail or any other use, he or she would be required to provide his or her name and address along with proper identification (official Michigan operator's or chauffeur's license, official Michigan personal identification card, or other form of identification confirming the identity of the user) to a designated library employee. The library would maintain a log that would contain the name of each user, the computer or computer system used, and the date and time of use.

The bill would not apply if the person used a password or user name previously authorized by the library, from which the library could determine the identity of the user, to access a computer, computer program, computer network, or computer system.
