A SUMMARY OF HOUSE BILL 5055 AS INTRODUCED 9-20-01
House Bill 5055 would amend the Michigan Vehicle Code to allow trained volunteers who are eligible to enforce parking restrictions in areas designated for disabled parking and in areas that block access to fire lanes to also enforce parking restrictions in a clearly identified access aisle or access lane immediately adjacent to a space designated for parking by people with disabilities.
Currently under the law, a law enforcement agency or a local unit of government can implement a program that trains volunteers to issue parking citations when vehicles are improperly parked in officially signed spaces that are clearly identified for disabled people (either on public property, or on private property that is available for public use). Further, the law allows trained volunteers to issue citations when vehicles are parked in a place or in a manner that blocks access to a space clearly designated as a fire lane. However, the law allows only police officers to issue citations in a clearly identified access aisle or access lane immediately adjacent to a space designated for parking by people with disabilities. House Bill 5055 would also allow volunteers to issue citations for improper parking in access aisles or access lanes.
