A SUMMARY OF HOUSE BILL 5534 AS INTRODUCED 12-13-01
House Bill 5534 would amend the Revised School Code to require that the board of a school district ensure that decisions directly affecting the way a particular school building operated in order to implement a school board's educational standards be made at the school building level of the school system, and that they be decided after site-based decision-making protocols have been followed.
The bill would require that site-based decision-making set a clear direction for a school; be focused on student achievement, staff productivity, and school accountability; and, include the participation of teachers, school administrators, parents, students, and others in the school community. Under the bill, "site-based decision-making" would be defined to mean a decision-making process that is established at each school building and that concentrates on decisions regarding curriculum and learning issues at that particular school building, but that does not include decisions conflicting with school board policy, district-wide procedures or processes, or the legal authority of the school board.
