NOISE ABATEMENT PROGRAM - S.B. 354: COMMITTEE SUMMARY
Senate Bill 354 (as introduced 3-22-01)
Sponsor: Senator Thaddeus G. McCotter
Committee: Transportation and Tourism
Date Completed: 3-27-01
CONTENT
The bill would amend the Michigan Transportation Fund law to require the Michigan Department of Transportation to install noise abatement measures along an existing portion of a limited access highway if the noise level at that portion of the highway had increased to more than 70 decibels due to the improvements made on the highway and residential property were located within 100 yards from the traveled portion of that highway.

FISCAL IMPACT
The Michigan Department of Transportation would experience increased costs as a result of the requirement to install noise abatement measures along limited access highways under certain circumstances. It is unknown exactly how much this would cost, as it would depend on the chosen abatement measure and the number of miles subject to the noise abatement efforts. As a point of reference, the Department estimates the construction costs of one lineal mile of soundwall to be approximately $2.5 million. Other measures, such as landscaping, would be generally less expensive methods of reducing noise resulting from highway traffic.
