Vander Roest, Kooiman and Mortimer and referred to the Committee on Transportation.


        A bill to amend 1949 PA 300, entitled

   "Michigan vehicle code,"

   by amending section 675d (MCL 257.675d), as amended by 2000

   PA 268.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

           Sec. 675d.  (1) A law enforcement agency or a local unit of

 2
      government may implement and administer a program to authorize

 3
      and utilize persons other than police officers as volunteers to

 4
      issue citations as described in sections 742 and 743 for the vio-

 5
      lations described in section 674(1)(s), (T), or  674(1)(aa)  (AA)

 6
      or a local ordinance substantially corresponding to section

 7
      674(1)(s), (T), or  674(1)(aa)  (AA).  Before authorizing and

 8
      utilizing persons other than police officers to issue citations,

 9
      the law enforcement agency or local unit of government shall

      implement a program to train the persons to properly issue

      citations as provided in this section.  A person who successfully

 2
      completes a program of training implemented pursuant to this sec-

 3
      tion may issue citations as provided in this section as autho-

 4
      rized by the law enforcement agency or local unit of government.

      A law enforcement agency of a local unit of government shall not

 6
      implement or administer a program under this section without the

 7
      specific authorization of the governing body of that local unit

 8
      of government.

           (2) As used in this section:

           (a) "Law enforcement agency" means a police agency of a

11
      city, village, or township; a sheriff's department; the depart-

12
      ment of state police; or any other governmental law enforcement

13
      agency in this state.

           (b) "Local unit of government" means a state university or

15
      college, county, city, village, or township.
