     December 13, 2001, Introduced by Reps. Koetje, Rocca, Julian, Raczkowski, Richardville, Kooiman, Bishop, DeVuyst and Jansen and referred to
the Committee on Veterans Affairs.


        A bill to amend 1911 PA 209, entitled

   "An act to adopt and prescribe the design of a state coat-of-arms
   and state flag, and their use, and to prohibit the use of the
   same for advertising purposes, and to provide a punishment for
   such forbidden use,"

   by amending section 7 (MCL 2.27).

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

           Sec. 7.  (1) The flag of the United States and the state

 2
      flag bearing the arms of the state  ,  shall be displayed upon

 3
      the capitol building during the daily sessions of the legislature

 4
      and of the supreme court  ,  and on public occasions.

 5
           (2) THE FLAG OF THE UNITED STATES AND THE POW/MIA FLAG SHALL

 6
      BE DISPLAYED ON THE FLAGPOLE ABOVE THE HOUSE OF REPRESENTATIVES

 7
      CHAMBER OF THE CAPITOL BUILDING DURING THE LEGISLATIVE SESSION

 8
      DAYS OF THE HOUSE OF REPRESENTATIVES AND ON PUBLIC OCCASIONS.

           (3) The  board of state auditors  DEPARTMENT OF MANAGEMENT

 2
      AND BUDGET shall  see  ENSURE that the flags are  so 
   displayed

 3
       and  AS PRESCRIBED IN SUBSECTIONS (1) AND (2), that the neces-

 4
      sary flag staffs  shall be  ARE placed, and THAT THE flags ARE

 5
      supplied.  The expense  thereof  OF THE FLAGS, STAFFS, AND

 6
      RELATED EQUIPMENT shall be  allowed by them  AUTHORIZED BY THE

 7
      DEPARTMENT OF MANAGEMENT AND BUDGET and paid by the state trea-

 8
      surer upon proper warrant.

           (4) AS USED IN THIS SECTION, "POW/MIA FLAG" MEANS THE

      NATIONAL LEAGUE OF FAMILIES POW/MIA FLAG.
