        A bill to amend 1991 PA 179, entitled

   "Michigan telecommunications act,"

   by amending section 358 (MCL 484.2358), as added by 1995 PA 216.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

             Sec. 358.  (1) As used in this section, "number portability"

 2
        means the capability for a  local exchange  customer  at a par-

 3
        ticular location  to change providers of basic local exchange OR

 4
        CELLULAR service without any change in the  local exchange

 5
        customer's telephone number, while preserving the full range of

 6
        functionality that the customer could obtain by changing tele-

 7
        phone numbers.

             (2)  No later than January 1, 1999, a  A provider of basic

 9
        local exchange service AND CELLULAR SERVICE shall provide number

10
        portability.

              (3) If the commission determines that it is economically

 2
        and technologically feasible to provide number portability before

 3
        the date required under subsection (2), the commission shall

 4
        order providers of basic local exchange service to provide the

 5
        service before that date.

             (3)  (4)  Until number portability is available, a provider

 7
        of basic local exchange service AND CELLULAR SERVICE shall make

 8
        available to other providers direct inward dialing and remote

 9
        call forwarding.
