HOUSE BILL No. 6304 September 17, 2002, Introduced by Rep. Wojno and referred to the Committee on Family and Children Services. A bill to amend 1947 PA 261, entitled "An act to authorize the board of supervisors in each of the counties of this state, now or hereafter having a population of 1,000,000 or more, to provide for and fix the compensation and prescribe the powers and duties of certain officers and employees of such county; and to provide for the deposit of funds by all county officers and officials with the county treasurer," by amending section 4 (MCL 45.454). THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 4. The board of auditors of said county shall prepare 2 and provide said county treasurer, county clerk, register of 3 deeds, circuit court commissioners, prosecuting attorney, friend 4 of thecourtCHILD, clerk of the common pleas court, sheriff, 5 and every other officer or official whose salary in whole or in 6 part is paid by the county and who, in the course of his OR HER 7 official duties, receives any funds either public or private, 8 with the proper books, blanks, and forms for the regular and 07684'02 b GWH 2 1 systematic accounting of allmoneysMONEY received by them from 2 whatever source, in order that every officer and official shall 3 maintain a system of accounting as nearly uniform as may be 4 practicable. Said board shall provide each of said officers with 5 blanks, each having a stub attached, bound in book form and con- 6 secutively numbered, for all certificates or certified copies of 7 records on which a fee is collectible. Said blanks shall have 8 entered on their face the amount of the fee collected and for 9 what purpose paid, and shall be a record of the amounts collected 10 by the officer issuing the same. Said board of county auditors 11 shall also have the power and they are hereby authorized at least 12 once each year or more frequently if necessary to examine the 13 books and accounts of the county treasurer and other county offi- 14 cers, and they shall on demand be exhibited to them by said 15 officers. And as often as said board may require, the accounts 16 and vouchers of the said county officers shall be audited and 17 allowed by them, and after the same shall have been audited by 18 said board it shall not be requisite that such accounts and 19 vouchers be again audited by the board of supervisors. 20 The board of auditors may, by resolution, provide rules and 21 regulations for: (1) the regular deposit of funds with the 22 county treasurer or other recognized depositories approved by the 23 board of auditors; and (2) for the method of disbursing or dis- 24 tributing private funds, by every officer or official whose 25 salary in whole or in part is paid by the county and who, in the 26 course of his OR HER official duties, receives any funds either 27 public or private. Whenever anymoneys areMONEY IS paid to 07684'02 b 3 1 the county treasurer by any officer or agent of said county, such 2 officer or agent shall take a duplicate receipt therefor, which 3 shall be filed in the office of said board. Said treasurer shall 4 on each day report to said board themoneysMONEY received by 5 him OR HER on that day, and after making his OR HER last report. 6 They shall keep an account of allmoneysMONEY which may be 7 chargeable against the county treasurer and any other officer who 8 may receive anymoneysMONEY belonging to the county, and shall 9 keep an account with said officers showing the amounts with which 10 they should be credited, and their accounts shall be so kept that 11 the financial affairs of the county may at any time be ascer- 12 tained by inspection of the books of said board. 13 Enacting section 1.
