HOUSE BILL No. 6403 September 24, 2002, Introduced by Reps. Kolb and Lipsey and referred to the Committee on Appropriations. A bill to establish a pilot program to encourage alternative methods of transportation; and to prescribe certain duties of the state transportation department. THE PEOPLE OF THE STATE OF MICHIGAN ENACT: 1 Sec. 1. This act shall be known and may be cited as the 2 "alternative transportation encouragement act". 3 Sec. 2. The state transportation department shall establish 4 a pilot alternative transportation program that has participating 5 households that live within a 50-mile radius of the city limits 6 of the city of Detroit and an additional pilot alternative trans- 7 portation program that has participating households within a 8 50-mile radius of the city limits of the city of Grand Rapids. 9 The pilot programs shall contain the elements listed in section 10 3. 05635'01 MRM 2 1 Sec. 3. The state transportation department shall establish 2 pilot alternative transportation programs that implement all of 3 the following: 4 (a) Each program shall accept as participants no more than 5 20 households that have extra cars, and the selection of partici- 6 pants by the state transportation department shall be final. 7 (b) Each program shall last for 12 weeks. 8 (c) Each participating household shall receive $25.00 for 9 each week that the participating household provides baseline 10 information but does not give up the use of their extra car. 11 (d) Each participating household shall receive $75.00 per 12 week for each week that the household participates in the program 13 and gives up the use of their extra car. 14 (e) Each participating household shall keep a travel diary 15 for the first 2 weeks of the program that gives the state trans- 16 portation department baseline information about the travel habits 17 of the participating household. 18 (f) Each participating household shall agree to park their 19 extra car for the final 10 weeks of the 12-week program. 20 (g) Each participating household shall keep a daily diary of 21 their travel behavior for the final 10 weeks of the program, 22 including an estimate of the cost of that travel behavior. 23 (h) The state transportation department shall determine the 24 required content of the travel diary and shall collect and ana- 25 lyze the results of the pilot program. 05635'01 3 1 (i) The state transportation department shall check the 2 odometers of the extra cars after the first 2 weeks of the 3 program and at the conclusion of the program. 4 (j) The state transportation department shall provide each 5 participating household with information about alternative trans- 6 portation in the area. 7 (k) The state transportation department shall do whatever is 8 necessary and proper to implement the pilot alternative transpor- 9 tation programs. 10 Sec. 4. The state transportation department shall provide 11 the legislature with a report detailing the results of the pilot 12 alternative transportation programs within 6 months of the con- 13 clusion of the pilot alternative transportation programs. 14 Sec. 5. The pilot alternative transportation programs 15 required under this act shall begin no later than 1 year after 16 the effective date of this act. 05635'01 Final page. MRM
