        A bill to amend 1961 PA 236, entitled

   "Revised judicature act of 1961,"

   by amending section 2567a (MCL 600.2567a), as added by 1990 PA

   346.

               THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

             Sec. 2567a.  (1) Except as otherwise provided in subsection

 2
        (4), the county register of deeds shall collect a fee of  $2.00

 3
        $4.00 for recording any instrument.  The fee shall be paid when

 4
        the instrument is left for record.

 5
             (2) The fee required by this section is in addition to any

 6
         other  fees required in section 2567 or fees or charges other-

 7
        wise required by law for the recording of instruments.

 8
             (3) The fees collected under this section shall be remitted

 9
        to the state treasurer quarterly, and shall be deposited by the

10
        state treasurer in the survey and remonumentation fund created in

        section 11 of the state survey and remonumentation act, 1990 PA

 2
        345, MCL 54.271, except that a county may retain not more than

 3
        1-1/2% of each  $2.00  $4.00 fee collected to cover the costs of

 4
        administering this section.

             (4) This section does not apply to any of the following:

 6
             (a) An agency of the state when filing or recording any

 7
        instrument with the county register of deeds  pursuant to  UNDER

 8
        either of the following:

 9
             (i) The state tax lien registration act,  Act No. 203 of the

10
        Public Acts of 1968, being sections 211.681 to 211.687 of the

11
        Michigan Compiled Laws  1968 PA 203, MCL 211.681 TO 211.687.

             (ii) Section 67a of the general property tax act,  Act

13
        No. 206 of the Public Acts of 1893, being section 211.67a of the

14
        Michigan Compiled Laws  1893 PA 206, MCL 211.67A.

             (b) An individual or any public or private legal entity when

16
        recording a lien or discharge of a lien with the county register

17
        of deeds  pursuant to  UNDER section 15 of the Michigan employ-

18
        ment security act,  Act No. 1 of the Extra Session of the Public

19
        Acts of 1936, being section 421.15 of the Michigan Compiled Laws

20
        1936 (EX SESS) PA 1, MCL 421.15.

             (c) An agency of the federal government when filing or

22
        recording any instrument with the county register of deeds

23
         pursuant to  UNDER the uniform federal lien registration act,

24
         Act No. 102 of the Public Acts of 1983, being sections 211.661

25
        to 211.668 of the Michigan Compiled Laws  1983 PA 102, MCL

        211.661 TO 211.668.

             (d) An individual or any public or private legal entity when

        recording any instrument with the county register of deeds

         pursuant to  UNDER the uniform commercial code,  Act No. 174 of

 4
        the Public Acts of 1962, being sections 440.1101 to 440.11102 of
