A bill to amend 1921 PA 358, entitled

"An act authorizing the state to reimburse counties and townships

to the extent of 1/2 of the amounts spent by such counties and

townships in connection with the destruction of grasshoppers and

similar pests, making an appropriation therefor, and providing a

tax to meet the same,"

by amending sections 2, 3, 4, and 5 (MCL 286.132, 286.133,

286.134, and 286.135).

Sec. 2. Before any such A county shall IS ELIGIBLE TO

receive reimbursement under this act, it shall be the duty of

the county clerk to SHALL prepare a voucher showing the pay-

ments made by such THE county, the date of contracting for the

material or services, the date of payment of each item,

thereof; and A STATEMENT that all payments for which such THE

reimbursement is sought were made pursuant to the provisions of

said Act No. 6 of the Public Acts of 1919, special session

1 shall be countersigned by the county treasurer in each case, who

2 shall certify thereon that the warrant of the county has been

3 issued for the sums stated. Such THE voucher shall be for-

4 warded to the auditor general STATE TREASURER upon such blank

5 as the auditor general STATE TREASURER shall prescribe, who is

6 hereby authorized to audit the claim, and if found to be correct

7 to issue his OR HER warrant for the payment of 1/2 of such THE

8 sum as shall have been expended by such THE county as provided

9 for herein IN THIS ACT.

10 Sec. 3. Before any township shall be IS reimbursed under

11 this act, it shall be the duty of the township board to SHALL

12 prepare a voucher showing the payments made by such THE town-

13 ship in the same manner and in similar form to that prescribed in

14 section 2, of this act, countersigned and certified to by the

15 township treasurer, and further certified to by the agent pro-

16 vided for in section 4 hereof that the use of said THE poi-

17 sons was necessary and economical. Such THE voucher shall be

18 forwarded to and disposed of by the auditor general STATE

19 TREASURER in the same manner as is herein provided in the case

20 of SECTION 2 FOR claims made in behalf of counties.

21 Sec. 4. No reimbursement shall be made under this act for

22 any year prior to the year 1921, and all claims of counties and

23 townships arising hereunder UNDER THIS ACT for the calendar

24 year of 1921 shall be presented to the auditor general STATE

25 TREASURER for payment on or before December first of that year,

26 and shall be paid as soon as the appropriation therefor FOR

27 THAT PAYMENT is available. All claims arising in the year 1922

1 shall be presented for payment on or before December first of

2 that year and shall be paid as soon as the appropriation for

3 such THAT year becomes available.

4 Sec. 5. The COUNTY board of supervisors COMMISSIONERS of

5 each county appropriating money for the destruction of grasshop-

6 pers and similar pests shall appoint an agent or agents for the

7 purpose of managing the purchase, mixing, and distribution of the

8 necessary poisons used in the destruction of grasshoppers and

9 similar pests, and to superintend the use of the same POISONS

10 by townships and individuals. In the absence of such AN

11 appointment, such THE duties shall devolve upon the county

12 agricultural agent, if any, and otherwise in the absence of

13 such THE appointment or if there be no IS NOT A county agri-

14 cultural agent, such THE duties shall devolve upon the county

15 clerk. The certificate of such THE agent that the purchase and

16 use of such THE poisons were necessary and economical shall

17 accompany every claim presented to the auditor general STATE

18 TREASURER under this act before payment shall be made thereon

19 ON THE CLAIM.
