A bill to amend 1994 PA 451, entitled

"Natural resources and environmental protection act,"

by amending section 80140 (MCL 324.80140), as added by 1995 PA

58.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

1 Sec. 80140. (1) In order to protect the public interest in

2 the prudent and equitable use of the waters of this state and to

3 enhance the enjoyment of pleasure boating and other recreational

4 water sports on the waters of the state, the department shall

5 establish and pursue comprehensive educational programs designed

6 to advance boating and general water safety.

7 (2) The department shall put into effect IMPLEMENT a pro-

8 gram to train youthful boat operators and shall issue a LAMINATED

9 boating safety certificate to those who satisfactorily complete

10 the program. For the purpose of giving the courses of

1 instruction and awarding boating safety certificates, the

2 department may designate as its agent any person it considers

3 qualified to act in this capacity. A charge shall not be made

4 for any instruction given or for the award of boating safety

5 certificates.
