A bill to amend 1964 PA 183, entitled "An act creating the state building authority with power to acquire, construct, furnish, equip, own, improve, enlarge, operate, mortgage, and maintain facilities for the use of the state or any of its agencies; to act as a developer or co-owner of facilities as a condominium project for the use of the state or any of its agencies; to authorize the execution of leases pertaining to those facilities by the building authority with the state or any of its agencies; to authorize the payment of true rentals by the state; to provide for the issuance of revenue obligations by the building authority to be paid from the true rentals to be paid by the state and other resources and security provided for and pledged by the building authority; to authorize the creation of funds; to authorize the conveyance of lands by the state or any of its agencies for the purposes authorized in this act; to authorize the appointment of a trustee for bondholders; to permit remedies for the benefit of parties in interest; to provide for other powers and duties of the authority; and to provide for other matters in relation to the authority and its obligations," by amending section 8 (MCL 830.418), as amended by 1997 PA 127.

AN EMERGENCY FINANCIAL MANAGER SHALL ASSUME THE FIDUCIARY RESPONSIBILITY STANDARDS OF A MEMBER OF A BOARD OF TRUSTEES OF A PUBLIC PENSION AND RETIREMENT SYSTEM UNDER THE PUBLIC EMPLOYEE RETIREMENT SYSTEM INVESTMENT ACT, 1965 PA 314, MCL 38.1132 TO 38.1140.".

Whereas, It is with deep appreciation for the hard work, dedication, and professionalism that Maryann Mahaffey has put forth on behalf of the people of Detroit that we offer this expression of recognition along with our thanks for her dedication and commitment as a long-standing member and President of the Detroit City Council. As the people of Detroit recognize the loyalty and devotion to public service of this conscientious individual, we add our sentiments of gratitude for a job well-done; and

Whereas, In 28 years of service to the people of Detroit, Maryann Mahaffey has been working in the public arena during an era of great change. As Maryann well knows, financial pressures and changing expectations have combined to make the recent past a challenging time to work in local government. With the personal sense of duty that Maryann Mahaffey brings to work each day, she has been able to meet these challenges with enthusiasm and a genuine interest in efficiency in public service. This has been deeply appreciated, both by citizens and organizations in Detroit that have benefited directly from Maryann's work as well as other public servants who have witnessed this fine example; and

Whereas, Maryann Mahaffey's accomplishments are many. She is a public servant, professor, consultant, program coordinator, organizer, supervisor, chairperson, and author. These are just a few of the hats that Maryann has worn and a lot of them were worn at the same time; and

Whereas, There can be little doubt that the record that Ms. Mahaffey has compiled over the past 28 years as a member and President of the Detroit City Council, will continue to reap rewards for the people of Detroit; now, therefore, be it
