Rev. Ricardo Bartlett, Pastor of New Greater St. Paul Church in the Greater Detroit area, offered the following invocation:
"To You, O God, be the glory for things Thou hast done. O gracious and Almighty God, Thou who hath created us and called us into existence. Thou who in Thy infinite wisdom has placed in us a soul that cannot rest until it rests in Thee. To You, O Creator, we come just now to acknowledge Your presence and humbly bow before Thee to seek Thy divine guidance for this august body of leaders. We are reminded in Thy word that if we ask, it shall be given; if we seek, we shall find; and if we knock, doors shall be opened unto us. Lord, we ask that a new spirit of unity, not sameness, permeate this group. Let them know that we are all one in Your Spirit, yet this oneness cannot be made manifest until we each attune ourselves to Thee. Lord, we further ask that each will be granted that undeniable courage and creative intellect that will cause them to boldly go forth to do the things that will transform hope into achievement, and will challenge them to move beyond mere perfunctory acts of lawmaking to serious legislation that will effectuate change--changes on the daily scene, change amidst our aged, change that will eradicate corruption in high places. Give aid to our youth, aid to the homeless, and have justice to truly roll down like a mighty stream. Lord, we knock at Your door of wisdom. Begin now to close the gaps in humanity so that we all may see sparks of divinity in each other. Then and only then will we be able to understand and appreciate and witness the joy, peace and contentment that Thou has promised. Let now the words of each person's mouth and meditation of each person's heart be acceptable in Thy sight, O Lord, our strength and our redeemer. Amen."

Second Reading of Bills
Senate Bill No. 749, entitled
A bill to amend 1980 PA 350, entitled "The nonprofit health care corporation reform act," by amending sections 451, 455, 459, 461, 465, 469, and 479 (MCL 550.1451, 550.1455, 550.1459, 550.1461, 550.1465, 550.1469, and 550.1479), as added by 1994 PA 40, and by adding sections 480 and 480a; and to repeal acts and parts of acts.
Was read a second time, and the question being on the adoption of the proposed amendment previously recommended by the Committee on Insurance and Financial Services (for amendment, see House Journal No. 39, p. 1330),
The amendment was adopted, a majority of the members serving voting therefor.
Reps. Scranton, Raczkowski, George, Ehardt, Switalski, Lockwood, Wojno and Neumann moved to amend the bill as follows:
1. Amend page 1, following "THE PEOPLE OF THE STATE OF MICHIGAN ENACT:" by inserting:
"SEC. 218. (1) A HEALTH CARE CORPORATION SHALL NOT DO ANY OF THE FOLLOWING:
(A) TAKE ANY ACTION TO CHANGE ITS NONPROFIT STATUS.
(B) DISSOLVE, MERGE, CONSOLIDATE, OR TAKE ANY OTHER ACTION THAT RESULTS IN A CHANGE IN DIRECT OR INDIRECT CONTROL OF THE HEALTH CARE CORPORATION.
(C) SELL, TRANSFER, LEASE, EXCHANGE, OPTION, CONVEY, OR TAKE ANY OTHER ACTION THAT RESULTS IN THE DISPOSITION OF A MATERIAL AMOUNT OF THE ASSETS OR OPERATIONS OF THE HEALTH CARE CORPORATION TO ANY OTHER PERSON.
(2) IF A HEALTH CARE CORPORATION VIOLATES THIS SECTION, THE COMMISSIONER MAY PROCEED IN THE SAME MANNER AS PRESCRIBED FOR REHABILITATION UNDER CHAPTER 81 OF THE INSURANCE CODE OF 1956, 1956 PA 218, MCL 500.8101 TO 500.8160.".
2. Amend page 81, line 15, by striking out all of enacting section 1 and inserting:
"Enacting section 1. Sections 216, 217, and 487 of the nonprofit health care corporation reform act, 1980 PA 350, MCL 550.1216, 550.1217, and 550.1487, are repealed.".

A bill to amend 1980 PA 350, entitled "An act to provide for the incorporation of nonprofit health care corporations; to provide their rights, powers, and immunities; to prescribe the powers and duties of certain state officers relative to the exercise of those rights, powers, and immunities; to prescribe certain conditions for the transaction of business by those corporations in this state; to define the relationship of health care providers to nonprofit health care corporations and to specify their rights, powers, and immunities with respect thereto; to provide for a Michigan caring program; to provide for the regulation and supervision of nonprofit health care corporations by the commissioner of insurance; to prescribe powers and duties of certain other state officers with respect to the regulation and supervision of nonprofit health care corporations; to provide for the imposition of a regulatory fee; to regulate the merger or consolidation of certain corporations; to prescribe an expeditious and effective procedure for the maintenance and conduct of certain administrative appeals relative to provider class plans; to provide for certain administrative hearings relative to rates for health care benefits; to provide for certain causes of action; to prescribe penalties and to provide civil fines for violations of this act; and to repeal certain acts and parts of acts," by amending sections 451, 455, 459, 461, 465, 469, and 479 (MCL 550.1451, 550.1455, 550.1459, 550.1461, 550.1465, 550.1469, and 550.1479), as added by 1994 PA 40, and by adding sections 218, 480, and 480a; and to repeal acts and parts of acts.

"Sec. 45. (1) If the court enters an order under section 44(2)(g) and the parent fails to comply with the makeup and ongoing parenting time schedule, the court shall find the parent in contempt and, after notice and an opportunity for a hearing, may order suspension of the parent's license or licenses with respect to which the order under section 44(2)(g) was entered and proceed under section 30.
(2) After entry of a suspension order under subsection (1), a parent may agree to a makeup parenting time schedule. The court may order a makeup parenting time schedule if the parent demonstrates a good faith effort to comply with the parenting time order. If the court orders a makeup parenting time schedule, the court shall enter an order rescinding the suspension order that is effective as provided in section 4 of the regulated occupation support enforcement act, 1996 PA 236, MCL 338.3434, section 321c of the Michigan vehicle code, 1949 PA 300, MCL 257.321c, or section 43559 of the natural resources and environmental protection act, 1994 PA 451, MCL 324.43559. Within 7 business days after entry of the order rescinding the suspension order, the office of the friend of the court shall send a copy of the order rescinding the suspension order to the licensing agency.
(3) Within 14 21 days after the date of the notice under section 44, a parent who is notified of a petition to show cause under section 44 may request a hearing on a proposed modification of parenting time. The court shall hold the requested hearing unless the parenting time dispute is resolved by other means. The court shall combine the hearing prescribed by this subsection with the hearing on the order to show cause unless the court finds for good cause shown on the record that the hearings should be held separately. If the court finds that the hearings should be held separately, the hearing on a proposed modification of parenting time shall be held before the hearing on the order to show cause.".
