Pastor Dennis Clanton of Trinity Assembly of God of Flat Rock offered the following invocation:
Our gracious Father, thank You for Your wonderful purposes and plans that You have ordained for each of us. I thank you, Lord, that those promises include our prosperity. They include, Lord, our peace and the success for the purposes for which You have made us. We ask Your blessings upon this session, upon Governor Engler, Lieutenant Governor Posthumus, and also, Father, for each member of this august body.
I ask today, Lord, for those who come here, Father, taking care of the business of this state and its citizens that You would also remember their families, their wives, their husbands, their children, their grandchildren--many, Lord, who they carry burdens for in their own lives. Would You mercifully touch their families and bless and meet their needs, and God, would You give wisdom and direction, for as You promise in Jeremiah 29, "As we seek You, You will guide us into Your perfect plan for our lives."
We ask these things in the name of our Lord and Savior, Jesus Christ. Amen.

Senate Resolution No. 8.
A resolution to commemorate the 2000 Class B State Basketball Champions from Luke M. Powers Catholic High School in Flint - the Lady Chargers.
Whereas, Winning a state championship is a dream that most high school athletes never attain. There are thousands of players and hundreds of teams that begin each season with the same goal; and
Whereas, For the 2000 season, the Lady Chargers of Flint's Luke M. Powers Catholic High School began the year with memories of playing in the finals last year but came up short. They dedicated themselves to getting back to the final game and coming home victorious; and
Whereas, Throughout the season the Lady Chargers played with determination and focus. They compiled a regular season record of 19 wins against only 1 loss. They finished the season tied for first place in the Big Nine Conference--the 11th consecutive year that the Lady Chargers have finished first in conference play; and
Whereas, The Lady Chargers exemplify team play and togetherness. Nevertheless, several players distinguished themselves over the course of this season and their careers. Kelly Koerber, a senior, passed the 1,000-point mark for career scoring and was named First Team All-State by the Associated Press, The Detroit News, and the Detroit Free Press, who also named her to their Dream Team. Junior Rachael Carney was named Second Team All-State by The Detroit News. Members of the Lady Chargers compiled an overall grade point average of 3.4 out of 4.0, showing that team members focused as well off the court as they did on the court; and
Whereas, Tri-Captains Mandi DeGroot, Rachael Carney, and Kelly Koerber led the team through the state playoffs. The Lady Chargers defeated 8 opponents whose combined record was 159-25, each victory coming by an average of 32 points. They presented Coach Kathy McGee with her 13th consecutive season of 20 or more wins, finishing 27-1 by defeating Detroit Country Day in the State Finals by a score of 47-42. The win not only capped an impressive season, but avenged a loss to Country Day in the 1999 finals; now, therefore, be it
Resolved by the Senate, That the Lady Chargers of Luke M. Powers Catholic High School in Flint be commemorated as state champions for the 2000 high school basketball season. May the team members, coaches, administration, parents, and all their fans know of our admiration for the achievements they have reached this season. We wish them continued success in the coming years; and be it further
Resolved, That a copy of this resolution be transmitted to Coach Kathy McGee of Luke M. Powers Catholic High School and to each of the team members, managers, and assistant coaches of the 2000 Lady Chargers.

Senate Resolution No. 9.
A resolution in memory of Thomas Rocklin Shaw.
Whereas, The members of the Michigan Senate, with great respect for his accomplishments, offer this resolution recognizing the lifetime achievements of Thomas Rocklin Shaw; and
Whereas, Thomas R. Shaw was born April 2, 1935, to Franklin E. and Elizabeth (Bailes) Shaw, Jr., in Battle Creek, Michigan. He attended Battle Creek Central High School, graduating in 1953 from Lakeview High School. He then attended the University of Michigan and graduated from Wayne State University's Department of Mortuary Science in 1957, becoming a licensed funeral director; and
Whereas, He was esteemed within the funeral industry for his professionalism and dedication not only to his work, but for his gentlemanly and compassionate manner. Serving as the third generation owner and operator of Shaw Funeral Home, Thomas followed in the footsteps of his grandfather, who purchased the business in 1909, and his father. He joined the firm in 1957, taking over in 1966 with his father's passing. Thomas diligently carried on the operation, even expanding in 1975 with the Shaw Funeral Home, Lehman Chapel in Bellevue. Professionally he served as a past director of the Michigan Funeral Directors Association (MFDA), serving on many committees, was awarded an MFDA 40-year license certificate, and was past state chairman of the Order of the Golden Rule, an international association of independent funeral homes; and
Whereas, Thomas Shaw proudly served in the U.S. Air Force Reserve for four years; and
Whereas, He was active in community service from an early age. An Eagle Scout, Thomas remained a truehearted supporter of scouting throughout his life. He served as president of Goodwill Industries and the Battle Creek Rotary Club, and was a Paul Harris fellow. Thomas was an energetic and valued member of the Saladin Temple and Battle Creek Shrine Club's Mini 500 Patrol, the Battle Creek Jaycees, Battle Creek Country Club, Athlestan Club, the Knife & Fork Club, the Ira A. Beck Lodge 503, F&AM, and United Way, where he played a driving role bringing the present day Family Y Center to reality; and
Whereas, Mr. Shaw was a dutiful member of St. Thomas Episcopal Church, supporting its mission by serving on the vestry and on a variety of church committees; and
Whereas, He fully enjoyed life, passionately embracing a myriad of activities. An avid supporter and fan of the University of Michigan, member of the Alumni Association, and member of the Victors Club, Thomas was a University of Michigan football season ticket holder for more than 45 years, attending many Rose Bowl and other bowl games supporting his beloved Wolverines. Also an avid golfer, he organized the long-running annual Michigan Day Golf Outing in Battle Creek from 1969-1998. As a car enthusiast, Thomas Shaw bought and sold many classic cars and attended every Detroit Auto Show for the past 40 years. Waterfowl hunting and decoy collecting brought him satisfaction and enjoyment; and
Whereas, The love, care, and support both given to and received from his family were predominant forces in his life. He cherished them greatly--his wife, Esther M. Smith, whom he married on June 27, 1959, their two children, a son, Thomas R. "T.R." Shaw, Jr., daughter Elisabeth L. Gescheidle, and one grandson, William Thomas Gescheidle; and
Whereas, His life's journey has graciously touched the lives of many, many people and will continue to do so through the Battle Creek Foundation - Thomas R. Shaw Scholarship Fund; now, therefore, be it
Resolved by the Senate, That this accolade of tribute serve as a symbol to the family and friends of Thomas Rocklin Shaw as a token of the high regard in which his memory is held by the people of Michigan; and be it further
Resolved, That a copy of this resolution be transmitted to his wife, Esther Shaw, and the Shaw Funeral Home.
Senator Emmons moved that rule 3.204 be suspended to name the entire membership of the Senate and the Lieutenant Governor as co-sponsors of the resolution.

Senator Bullard offered the following resolution:
Senate Resolution No. 7.
A resolution urging the Governor to establish a Statewide Youth Advisory Commission.
Whereas, We have a community responsibility to engage young people in a constructive and wholesome manner that will enrich their lives and enhance their futures; and
Whereas, Young people must believe they are respected and valued citizens of their community, state, and nation with all the rights and responsibilities that go along with that citizenship; and
Whereas, Young people are largely underrepresented in government and need a forum to work with elected officials on issues that affect their lives; and
Whereas, The National League of Cities and the Michigan Municipal League have been very active in moving forward the involvement of young people as participants in the government process; and
Whereas, Secretary of State Colin Powell has joined with members of the United States Congress to promote bipartisan legislation, entitled "The Young Americans Act," that would establish a comprehensive national youth policy, including a youth council and youth policy office to advise the President of the United States and Congress; and
Whereas, Local youth advisory councils in Michigan cities offer a means for community leaders to talk with young people and provide a forum that allows young people's thoughts and ideas to be heard and acted upon; and
Whereas, A youth advisory commission in the state of Michigan would offer an important forum for statewide issues that affect young people and would further increase youth participation in government; now, therefore, be it
Resolved by the Senate, That we memorialize the Governor of the state of Michigan to establish a Statewide Youth Advisory Commission in the executive branch as a state commission; and be it further
Resolved, That a copy of this resolution be transmitted to the Governor of the state of Michigan.

Senate Resolution No. 10.
A resolution to memorialize the Congress of the United States to enact legislation to provide greater flexibility to the states to reform Medicaid.
Whereas, Medicaid is a joint federal-state effort to provide health care insurance to low-income Americans. Since its creation in 1965, Medicaid has become an increasingly larger component of our nation's total health care spending. According to the Health Care Financing Administration (HCFA), 41 million people received Medicaid services in 1999; and
Whereas, Total federal and state spending on Medicaid has grown exponentially, from approximately $5 billion in 1970 to estimates for 2005 that range as high as $285 billion. For 1999, HCFA reports that the total expenditures for Medicaid were $180.9 billion, with $102.5 billion in federal funds and $78.4 billion in state funds being spent. Clearly, unless major steps are taken to rein in spending, this system cannot be sustained for the future; and
Whereas, While the states are permitted some discretion in certain aspects of administering the program, many innovations cannot be fully explored because of restrictions at the federal level. These restrictions hamper the development of new approaches based on the unique factors in each individual state. The seriousness of the financial problems looming with regard to Medicaid argue strongly for the kinds of creative solutions best explored by the states themselves; now, therefore, be it
Resolved by the Senate, That we memorialize the Congress of the United States to enact legislation to provide greater flexibility to the states to reform Medicaid; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.
