A SUMMARY OF SENATE BILL 1285 (S-1) AS PASSED THE SENATE 06/30/2004:
The bill would amend the Management and Budget Act, 1984 PA 431, to require the Department of Management and Budget to issue directives to all state agencies regarding the leasing or constructing of additional facilities. The directives would be required to direct state agencies, in conjunction with DMB, to make a written determination of all of the following: actual long-and short-term needs of the state; whether needs could be satisfied by combining with facilities of other agencies; whether needs of several state agencies could be satisfied by combining with facilities of other state agencies; and whether needs of state agencies unnecessarily increase urban sprawl and reduce the effectiveness and integrity of the existing infrastructure. The Department would be required to report by October 1, 2005 on the status of state facilities, to include a complete inventory of all state facilities and a maintenance plan for each.
FISCAL IMPACT:
According to the Department of Management and Budget, they currently are developing the types of directives required in the bill as part of their long-term strategic state space plan. An indeterminate amount of costs to the Department would be incurred to comply with the reporting requirement.
