A SUMMARY OF HOUSE BILL 4283 AS INTRODUCED 2-26-03

House Bill 4283 would amend the Michigan Telecommunications Act to prohibit a provider of "regulated service" from discontinuing service to the residence of a customer who was a member of the National Guard or a military reservist on active duty. However, the bill would qualify this prohibition by allowing the Public Service Commission to determine conditions under which a provider could discontinue service. The PSC also would be required to establish a procedure by which customers could notify their providers that they had been called to active duty.

(While "regulated service" is not defined in the MTA, telecommunication services that are regulated under the act include local and long-distance telephone calls and access.)
