A SUMMARY OF HOUSE BILL 4307 AS INTRODUCED 2-27-03

         House Bill 4307 would amend the Natural Resources and Environmental Protection Act to require that permits issued by the Department of Environmental Quality be conditioned upon use of pollution prevention practices.  More specifically and under the bill, notwithstanding any other provision of the act, the Department of Environmental Quality would be prohibited from issuing a permit unless a person had demonstrated to the department that he or she had explored all pollution prevention practices that were available and had incorporated (or had proposed to incorporate) into the permitted facility or operation those pollution prevention practices that were feasible and prudent.
