A SUMMARY OF HOUSE BILL 4431 AS INTRODUCED 3-19-03
Public Act 153 of 1937 requires printing paid for by state funds to be printed within the state, with some specified exceptions. House Bill 4431 would allow printing outside of the state by a "qualified printing firm". Under the bill, an out-of-state qualified printing firm would be a business employing more than 1,000 individuals in Michigan.
[The exception in statute to the general in-state printing requirement is for printing for "primary school districts, counties, townships, cities, villages, or legal publications ordered for or by elective state officers". The act also contains an exemption for the state lottery.]
