CONTENT
The bill would amend Public Act 44 of 1899 (which governs the publication and distribution of State laws and other documents) to delete the requirement that the Department of Management and Budget distribute a specific number of the Public and Local Acts for legislators; and require the Legislative Service Bureau (LSB) to publish at least one print copy and make the Public and Local Acts available on the Internet.
Currently, unless directed otherwise by the LSB, the Department must distribute the publication containing the public and local acts of each session of the Legislature (the “Public and Local Acts”) to the Secretary of the Senate and the Clerk of the House of Representatives, and 42 copies imprinted “senate” and 120 copies imprinted “house of representatives”, to be used as desk copies, to the Secretary of the Senate and the Clerk of the House, respectively. Members of the Legislature also are to receive a complete set of the Public and Local Acts published after the latest edition of the Michigan Compiled Laws, for their personal property during each term for which they are elected. The bill would delete these requirements.
The bill would require the LSB, at the direction of the Legislative Council, to publish at least one print copy of the Public and Local Acts of each legislative session. The LSB also would have to make the publication available on the Internet.
The Act specifies that additional copies of the Public and Local Acts may be published as the LSB considers necessary. The bill would allow this upon the direction of the Legislative Council.

FISCAL IMPACT
The bill would result in savings of approximately $10,000 annually to the Legislative Service Bureau. The savings from the bill would offset reductions that were included in the FY 2003-04 budget.
