CONTENT
The bill would amend the Revised Judicature Act to provide for a one-time lapse of $4.0 million from the available balance of the Juror Compensation Reimbursement Fund to the General Fund at the end of fiscal year 2004-05. Under current law, any unencumbered balance in the Juror Compensation Reimbursement Fund remains in the Fund.

FISCAL IMPACT
The bill would implement part of the target agreement to balance the FY 2004-05 budget. The Juror Compensation Reimbursement Fund was created in 2003 to reimburse local governments for the additional costs related to statutorily required increases in juror compensation. One-third of each $45 driver license clearance fee was dedicated to the Fund beginning January 1, 2003. The juror compensation rate increases did not take effect until October 1, 2003. Because of this lag and because revenue was initially collected more successfully than was anticipated, the Fund will have an estimated surplus of $4.7 million for FY 2004-05, according to the State Court Administrative Office. The proposed lapse provision is not expected to hinder the State's ability to reimburse counties for juror compensation costs.
