OPERATING FUNDS FOR CAPITAL OUTLAY H.C.R. 62: FLOOR ANALYSIS

CONTENT
The resolution would authorize the Department of Corrections to exceed the $600,000 spending limit on capital outlay projects from operating accounts that exists in Section 603 of Public Act 193 of 2003, the fiscal year 2003-04 capital outlay appropriations act. The language requires a State agency to receive legislative approval in order to exceed this spending limit.


The Department of Corrections is seeking approval to spend not more than $3.0 million from its current-year operating budget to complete renovation projects at the Huron Valley Correctional Center and the Huron Valley Center in order to facilitate the relocation of women prisoners from the Western Wayne Correctional Facility. This action will allow the Department to close the Western Wayne facility by October 1, 2004, the savings from which have been incorporated into the FY 2004-05 Corrections budget.

FISCAL IMPACT
The resolution would authorize the expenditure of up to $3.0 million from the current-year operating budget for the Department of Corrections for renovations at the Huron Valley Correctional Center and the Huron Valley Center to accommodate the relocation of women prisoners from the Western Wayne Correctional Facility. This action will result in annual savings to the Department of Corrections of $20,500,000.
