A bill to amend 1984 PA 431, entitled
"The management and budget act,"
(MCL 18.1101 to 18.1594) by adding section 561.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 561. (1) The governor shall establish a government
2 efficiency task force to survey, examine, and evaluate the budget
3 and spending of each state agency to minimize overspending and to
4 ensure greater program efficiency and economy.
5 (2) The government efficiency task force shall submit a
6 comprehensive annual report to the governor summarizing the
7 budget and spending activity of each state agency. The report
8 shall also include recommendations that will minimize spending
9 and provide for a more efficient and economical program. The
10 governor shall submit the recommendations of the task force to
11 the legislature.
1 (3) The government efficiency task force shall consist of at
2 least 15 but not more than 20 members, each appointed by the
3 governor. The governor shall select members who are experienced
4 and well-informed about economic issues from a variety of
5 different sectors of the economy, including, but not limited to,
6 business, government, labor, education, health, and media. The
7 members shall be appointed within 45 days after the effective
8 date of the amendatory act that added this section. Members
9 shall serve for terms of 3 years. If a vacancy occurs, the
10 governor shall make an appointment for the unexpired term in the
11 same manner as the original appointment. The governor may remove
12 or suspend a member of the government efficiency task force for
13 incompetency, dereliction of duty, malfeasance, misfeasance, or
14 nonfeasance in office, or any other good cause. Members of the
15 government efficiency task force shall serve without
16 compensation. However, members of the task force may be
17 reimbursed for their actual and necessary expenses incurred in
18 the performance of their official duties as members of the
19 government efficiency task force.
20 (4) The first meeting of the government efficiency task force
21 shall be called by the governor within 60 days after the
22 effective date of the amendatory act that added this section. At
23 the first meeting, the task force shall elect a chairperson from
24 its own members. After the first meeting, the government
25 efficiency task force shall meet at least quarterly, or more
26 frequently at the call of the chairperson or if requested by 3 or
27 more members.
1 (5) The government efficiency task force shall do all of the
2 following:
3 (a) Identify management improvement measures for state
4 agencies.
5 (b) Review the management and operation procedures of each
6 state agency.
7 (c) Assist state agencies in establishing criteria for
8 evaluation programs.
9 (d) Evaluate communication methods between state agencies and
10 the legislature.
11 (e) Review the expenditures of each state agency.
12 (f) Review the delivery of services by each state agency.
13 (6) The government efficiency task force may do 1 or more of
14 the following:
15 (a) Review federal and state mandates regarding
16 expenditures.
17 (b) Review the duplication of services provided by multiple
18 state agencies.
19 (c) Research a variety of issues necessary and proper to
20 carry out its functions and duties under this section.
21 (7) The business that the government efficiency task force
22 may perform shall be conducted at a public meeting held in
23 compliance with the open meetings act, 1976 PA 267, MCL 15.261 to
24 15.275.
25 (8) A writing prepared, owned, used, in the possession of, or
26 retained by the government efficiency task force in the
27 performance of an official function is subject to the freedom of
1 information act, 1976 PA 442, MCL 15.231 to 15.246.
