A bill to amend 1994 PA 451, entitled
"Natural resources and environmental protection act,"
(MCL 324.101 to 324.90106) by adding section 61005.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
1 Sec. 61005. (1) Immediately following the effective date of
2 the amendatory act that added this section, the department shall
3 enter into discussions with all federal agencies that hold
4 subsurface oil and gas rights on state land within the Mason
5 tract management area, the Sand lakes quiet area, the Pigeon
6 river country management area, and the Jordan river valley
7 management area. The department shall attempt to exchange with
8 the federal agencies the subsurface oil and gas rights held by
9 the state on federal lands for the subsurface oil and gas rights
10 the federal agencies hold on these state lands.
11 (2) As used in this section:
1 (a) "Federal land" means land the surface rights to which are
2 held by the federal government or an agency of the federal
3 government.
4 (b) "State land" means land the surface rights to which are
5 held by the department.
