                                                                                 A bill to amend 1984 PA 431, entitled                                             

                                                                                

    "The management and budget act,"                                            

                                                                                

    (MCL 18.1101 to 18.1594) by adding section 252a.                            

                                                                                

                THE PEOPLE OF THE STATE OF MICHIGAN ENACT:                      

                                                                                

1       Sec. 252a.  (1) The department shall issue directives to all                

                                                                                

2   state agencies directing that, prior to leasing or constructing             

                                                                                

3   any additional facilities, the state agency, in conjunction with            

                                                                                

4   the department, shall make a written determination of all of the            

                                                                                

5   following:                                                                  

                                                                                

6       (a) What the actual long- and short-term needs of the state                 

                                                                                

7   agency are for the facilities.                                              

                                                                                

8       (b) Whether the needs of the state agency could be satisfied                

                                                                                

9   by combining with the facilities of other state agencies.                   

                                                                                

10      (c) Whether the needs of several state agencies could be                    

                                                                                

11  satisfied by combining with the facilities of other state                   

                                                                                


                                                                                

1   agencies to create clusters of state facilities.                            

                                                                                

2       (d) Whether the needs of the state agency unnecessarily                     

                                                                                

3   increase urban sprawl and unnecessarily reduce the effectiveness            

                                                                                

4   and integrity of the existing infrastructure of state                       

                                                                                

5   facilities.                                                                 

                                                                                

6       (2) Not later than October 1, 2004, the department shall                    

                                                                                

7   report to both houses of the legislature on the current status of           

                                                                                

8   state facilities.  The report shall contain all of the                      

                                                                                

9   following:                                                                  

                                                                                

10      (a) A complete inventory of all state facilities.                           

                                                                                

11      (b) A maintenance plan for all state facilities.
