A resolution to memorialize the Congress of the United States to enact legislation that will sharply reduce the number of gasoline types required to meet local environmental standards.

(The resolution was reported by the Committee on Transportation on June 24, consideration of which, under the rules, was postponed until June 29, substitute (H-1) offered and resolution postponed temporarily on June 29, see House Journal No. 61, p. 1472.)

Substitute for House Resolution No. 272.
A resolution to memorialize the Congress of the United States to review the issue of the number of gasoline types refined across the country and to enact legislation that will sharply reduce the number of gasoline types required to meet local environmental standards.
Whereas, While there are many factors that are contributing to the recent swift rise in pump prices for gasoline, a significant element is the number of gasoline types refineries must produce to meet environmental standards of various metropolitan regions across the country. Over the years, federal mandates to improve air quality in areas with problems have resulted in a complicated patchwork of fuel requirements. The large number of fuels is also the result of the strategies individual states have developed to meet federal standards; and
Whereas, While the goals of cleaner air are important challenges that must be met, it seems inefficient on many levels for refineries to have to develop, produce, and deliver so many different types of gasoline. In the Midwest alone, at least seven types of fuel must be made. The impact of these requirements is to raise costs, delay production, disrupt distribution, and reduce the supply. These problems, as Michigan has learned all too well, become far more severe when any unforeseen events, such as a gasoline pipeline accident or a refinery fire, take place; and
Whereas, Although the ultimate goal of a single gasoline type for the entire country at any given time may not be attainable because of the enormous variations in geographical and climatic conditions across America, requiring the country to sharply reduce the number of gasoline types can bring great benefits. In addition, using cleaner fuels may enhance air quality not only in ozone nonattainment areas, but everywhere; now, therefore, be it
Resolved by the House of Representatives, That we memorialize the Congress of the United States to review the issue of the number of gasoline types refined across the country and to enact legislation that will sharply reduce the number of gasoline types required to meet local environmental standards; and be it further
Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

A couple of concerns raised by the Department of Labor and Economic Growth call into question issues of course validity, and in particular, the automatic qualification of courses taught by the Michigan Council of Private Investigators which immediately creates a monopoly on training programs in this arena. I have additional concerns regarding the fiscal impact of this bill, estimated to be at least $129,834 because the Department would have to hire an additional analyst in its Licensing Education and Testing Unit and another Word Processing Assistant. I also agree with the Department's desire to wait for the results from a pilot project involving respiratory therapists that was supposed to serve as a model on how continuing education fits in with overall competence. I think that this approach, particularly in this environment of fiscal restraint, makes sense. Thus I voted no on House Bill 5658."

A resolution to memorialize the Congress of the United States to appropriate funds in support of the Big Bay Cliff Health Camp in Marquette County.
Whereas, Bay Cliff Health Camp was established in 1934 as a voluntary nonprofit organization under the leadership of officials of the Michigan Public Health Department to serve the underprivileged and undernourished children from the 15 counties of Michigan's Upper Peninsula; and
Whereas, Bay Cliff Health Camp was established in Big Bay, Michigan, in northern Marquette County, utilizing a secluded farm as a site. Through special funding from the Michigan Crippled Children's Fund initiated by Sen. James Couzens, the camp added facilities to serve and treat children with polio beginning in the early 1940s; and
Whereas, Bay Cliff Health Camp, a nonprofit 501(c)(3) organization led by a volunteer board of directors, raises contributions to fund, at no cost to the families, the attendance of all Upper Peninsula children who attend the seven-week summer therapy camp program; and
Whereas, During its 70 years, Bay Cliff Health Camp has served over 11,000 children. It continues to serve children from across the entire Upper Peninsula who have physical disabilities such as cerebral palsy; traumatic brain injury; spinal cord injury; degenerative neurological diseases; and various speech, hearing, and vision disabilities. This program has helped these children to lead successful, productive lives; and
Whereas, The Bay Cliff Health Camp board of directors has set a bold vision to renovate its 70-year-old facilities in order to make them accessible by the standards of the Americans with Disabilities Act and to upgrade the facilities to make them inhabitable year round, thereby enabling the camp to offer health and therapy programs all year for more children and adults with various disabilities; and
Whereas, It is appropriate for this legislative body to express support for the proposed appropriation in the United States Health, Labor and Social Services fiscal year 2005 budget that would assist Bay Cliff Health Camp with the renovation of its facilities; now, therefore, be it

A resolution recognizing the Grand Haven Coast Guard Festival's 80th anniversary which honors the United States Coast Guard's 150 years of lifesaving services on the Great Lakes.
Whereas, On July 30, 2004, Grand Haven will celebrate 80 years of honoring the Coast Guard in the United States; and
Whereas, In 1924, the local community came together at a birthday picnic to honor the Coast Guard. The Coast Guard has grown from a crew of volunteers of the U.S. Life-Saving Service and the Lighthouse Service which began in 1854 to being a forefront in National Defense for the Department of Homeland Security; and
Whereas, The Life-Saving Service officially began on the Great Lakes with the commissioning of 11 stations divided among Lakes Erie, Ontario, and Huron. In 1877, stations were added to include Lake Superior and Lake Michigan. This expansion continued in 1915 when the Revenue Cutter Service and the U.S. Life-Saving Service were combined to form the modern day Coast Guard. In 1939, the Lighthouse Service was also merged with the Coast Guard. The maritime law enforcement agency has grown to include over 1,800 active duty members, 67 civilians, 600 Reservists, and 4,500 Auxiliarists in the Ninth Coast Guard District, which encompasses the Great Lakes; and
Whereas, The 2004 Coast Guard Festival takes great pride in honoring the men and women of the United States Coast Guard for the brave work they conduct each and every day. The festival is able to host an array of fun, family activities, and excitement every year. Few departments have had a greater impact on the lives of people around the country than the U.S. Coast Guard. The Coast Guard was one of the first to respond to terrorist attacks on September 11, 2001, and on an average day they conduct 109 search and rescue cases, save 10 lives and assist 192 people in distress; now, therefore, be it

Whereas, Tens of thousands of people on any given day are homeless in the state of Michigan. There are more than 750 providers of shelter and other services that offer help to homeless families and individuals. Unfortunately, the demand for these services far exceeds what is available and many families, including thousands of children, are forced to take refuge in cars, campsites, abandoned buildings, and many other unsuitable places; and
Whereas, Homelessness affects every community in Michigan all age groups, all racial and ethnic groups, and families with children as well as individuals. The number of homeless families with children has continued to climb over the last ten years, making children the fastest growing group of people experiencing homelessness. In fact, today, the average age of a homeless person in the United States is nine years old; and
Whereas, In recognition of the magnitude of these challenges for Michigan families, Governor Jennifer M. Granholm has convened a statewide Policy Leadership Team on Housing and Homelessness to develop a strategic plan for ending homelessness in Michigan over the coming decade, with a special emphasis on increasing access to housing and mainstream services for homeless individuals, families, and children; and
Whereas, The Policy Leadership Team of the Michigan Policy Academy on Homeless Families and Children has established a vision that "All Michigan children and families live with dignity and thrive in safe, affordable and sustainable homes in supportive communities"; and
Whereas, The Academy seeks the support and assistance of the Michigan Legislature in its efforts, and encourages every Michigan citizen to recognize its challenging work to end homelessness in this state by showing support for homeless families and children during Homeless Awareness Week to be recognized in Michigan November 1420, 2004; now, therefore, be it

I am pleased to present to the Michigan Legislature the 12th comprehensive report on asset forfeiture. Michigan's asset forfeiture program saves taxpayers money and deprives drug criminals of cash and property obtained through illegal activity. Michigan's law enforcement community has done an outstanding job of stripping drug dealers of illicit gain and utilizing these proceeds to expand and enhance drug enforcement efforts to protect our citizens.
During 2003, over $20 million in cash and assets amassed by drug traffickers was forfeited and put back into the fight against drugs through the use of state and federal forfeiture laws. Extensive multi-agency teamwork is evident in this report. Considerable assets were obtained as the result of joint enforcement involving several agencies at the federal, state and local levels.
Forfeiture funds were used to further enforce drug laws by providing resources for drug enforcement personnel, needed equipment, undercover informant and investigative costs, and matching funds to obtain federal grants. Some of the forfeited assets were also used for drug and gang prevention education programs.
I commend our law enforcement community for the tremendous job they have done and submit this report for your information and review.

I am pleased to present the Department of Environmental Quality's (DEQ's) status report on the implementation of the Great Lakes Water Quality Bond. This report is being submitted to the Legislature in accordance with Section 503 of Public Act 171 of 2003, the Fiscal Year 2004 Appropriation Bill for the DEQ.
The report summarizes recent activities in two programs, the State Revolving Fund (SRF) and the Surface Water Quality Initiatives Fund (SWQIF), which provide low interest rate loans to municipalities for water quality improvement projects.
