Rep. Brian Palmer, from the 36th District, offered the following invocation:
"Almighty God, we would like to offer our thanks and praise for selecting us to represent the people of the state of Michigan, and for all of Your blessings this legislative day. Lord, we thank You for the opportunity to choose our leaders. Now that our recent election is over, we pray that You would once again unite us. As we pray for our new leaders, may they be men and women of character as they begin their honorable service.
Exodus 18:21:
But select capable men from all the people, men who fear God, trustworthy men
who hate dishonest gain and appoint them as officials over thousands, hundreds, fifties
and tens.
Without You, Lord, we would not have a great nation. Without You, no election would matter. Without You, our leaders would be rudderless, self-interested, and lacking in compassion. They could not lead, and we could not follow.
Almighty God, as we reassert our trust in You for the healing of America and our world, we pray for a spiritual renewal. We ask that You work powerfully through this chamber, so that we, Your servants, may preserve and protect all of the citizens of this state. Enlighten us to uphold Your principles and to give each of us, the will and the wisdom to strive continually for the greater good of the people who will be impacted by our actions.
Lord, let us remember how privileged we are to live in a country where freedom and democracy are truly a direct result of Your blessings. Without You, O Lord, democracy cannot prevail. We pray that You grant us those inalienable rights reflected in our nation's constitution- the right to life, liberty, and the pursuit of happiness for all human beings, the first right without which no other rights have any meaning.
Heavenly Father, we ask that You send forth Your spirit upon the members of this House and enkindle within us, the fire of Your great love. Let us remember the meaning of sacrifice, and how Your son, Jesus Christ, offered himself as the ultimate sacrifice for us. Humble us, admonish us, unite us, and strengthen us. Give us wisdom in our deliberations and the courage to guide us.
In the name of Jesus Christ, our Lord, we pray. Amen."

Rep. Accavitti, having reserved the right to explain his nay vote, made the following statement:
"Mr. Speaker and members of the House:
I voted no on Senate Bill 955 because the state does not have funds available at this time to finance such a program, especially one that would basically benefit operations large enough to use a methane digester, usually multimillion-dollar CAFOs. The expense of properly disposing of these vast amounts of manure generated at factory farms should be a cost of doing business. Taxpayers should not be expected to subsidize them. Furthermore, studies have shown that methane digesters have a fifty percent failure rate and that thermal depolymerization systems are not cost effective. The State should not be granting tax free status for unproven or unreliable technology that has shown very little promise of success."
Rep. Bieda, having reserved the right to explain his nay vote, made the following statement:
"Mr. Speaker and members of the House:

House Resolution No. 325.
A resolution to urge the Governor to create a commission to conduct a careful, thorough study of Michigan's budget structure to identify and address imbalances.
Whereas, The structure of the budget for state government in Michigan, like the revenue and expenditure of any large entity, faces challenges from changes that are constantly taking place. The Michigan economy we know today, for example, is far different from what was in place a generation or two ago. The rapid shift to the global marketplace and advances in technology are transforming Michigan's economy along with the lives of our citizens and businesses; and
Whereas, Over the past few budgetary cycles in Michigan, it is increasingly clear that the way Michigan finances its services and operations is threatened. Even as the economy has begun its recovery, the state has had to grapple with massive shortfalls in revenues. Many observers feel that this may reflect a fundamental and permanent imbalance rather than a temporary situation. The shift from manufacturing to a service economy is often cited as a central cause for the reduction in overall tax revenues. Our state's gradual move to eliminate the Single Business Tax also is a consideration that argues for an examination of our overall tax structure; and
Whereas, The state would benefit from the establishment of a commission to study the imbalances that likely exist in our budget structure. A commission studying this needs to include those who represent the key sectors of our economy, including representatives of township, county, and city governments, representatives of the business community and manufacturing, legislators, and executive branch budget officials; and
Whereas, A comprehensive look at how our state crafts its budget and finances the people's business is clearly in order as we adjust to the new realities of the 21st century. A thorough and deliberative approach will serve our citizens far better than ad hoc decisions with regard to specific taxes and expenditures; now, therefore, be it
Resolved by the House of Representatives, That we urge the Governor to create a commission to conduct a careful, thorough study of Michigan's budget structure to identify and address imbalances. We urge that this commission include legislators, administration budget officials and representatives of the Chamber of Commerce, the Michigan affiliate of the National Federation of Independent Businesses, the Michigan Manufacturing Association, and township, county, and city government; and be it further
Resolved, That copies of this resolution be transmitted to the office of the Governor.

House Concurrent Resolution No. 70.
A concurrent resolution approving the conveyance of property to the State Building Authority and approving a lease between the State of Michigan and the State Building Authority relative to Constitution Hall.
Whereas, The State of Michigan (the "State") has entered into a Lease with 525 Redevco, Inc., as Lessor (State Lease No. 10533) for office building construction to State specifications known as Constitution Hall (the "Facility"); and
Whereas, The State has the option anytime after substantial completion to acquire fee title to the Facility by prepaying rent in an amount equal to the Pay Off Balance as defined in said Lease; and
Whereas, The State, acting by and through the Director of the Department of Management and Budget, has given notice of the State's option to acquire the Facility; and
Whereas, The State will transfer title of the Facility to the State Building Authority (the "Authority") and enter into a new lease with the Authority as hereinafter described; and
Whereas, Section 5 of 1964 PA 183, as amended, being MCL § 830.415, requires the approval of the State Administrative Board, the Attorney General, and the Michigan Legislature by concurrent resolution concurred in by a majority of the members elected to and serving in each house, with the votes and names of the members voting thereon entered in the journal, before land owned by the State may be conveyed to the State Building Authority; and
Whereas, The site of Constitution Hall located in Ingham County is currently owned by the State; and
Whereas, Section 7 of 1964 PA 183, as amended, being MCL § 830.417, requires the approval of the State Administrative Board and the Michigan Legislature by concurrent resolution concurred in by a majority of the members elected to and serving in each house, with the votes and names of the members voting thereon entered in the journal, before the State may enter into a lease with the Authority upon a showing of a public purpose; and
Whereas, Providing additional space to be used by the State pursuant to the lease for the Facility is a recognized public purpose; and
Whereas, A lease between the Authority and the State has been prepared providing for the leasing of the Facility by the Authority to the State (the "Lease"); and
Whereas, The Executive Director of the Authority has furnished the Joint Capital Outlay Subcommittee of the Legislature with information and documents relative to the Lease; now, therefore, be it
Resolved by the House of Representatives (the Senate concurring), That the Total Facility Cost for Constitution Hall shall not exceed $135,000,000 (the Authority share is $135,000,000 and the State General Fund/General Purpose share is $0), plus interest charges on monies advanced by the State to meet the construction cash flow requirements of the Facility, if any, of which not more than $135,000,000, plus interest charges on monies advanced by the State to meet the construction cash flow requirements of the Facility, if any, shall be financed from bonds issued by the Authority, exclusive of amounts necessary for reserves, interest, or other nonconstruction costs; and be it further
Resolved, That the Legislature hereby approves the necessary conveyances of property to the Authority as more particularly described in the Lease and attachments thereto; and be it further
Resolved, That the Legislature hereby approves the Authority acquiring the Facility and leasing it to the State and hereby determines that the leasing of the Facility from the Authority is for a public purpose as authorized by 1964 PA 183, as amended; and be it further
Resolved, That the annual amounts of "True Rental" for the Facility shall be as specified in Exhibit C of the Lease, which amounts have been certified by the appraiser and approved by the Authority and shall hereafter be approved by the State Administrative Board, all as authorized by 1964 PA 183, as amended; and be it further
Resolved, That the Lease is hereby approved by this concurrent resolution, and the Governor and the Secretary of State are authorized and directed to execute the Lease for and on behalf of the State; and be it further
Resolved, That, by hereby approving the Lease between the State and the Authority, the Legislature agrees to appropriate annually sufficient amounts to pay the rent as obligated pursuant to the Lease; and be it further
Resolved, That a copy of this concurrent resolution be transmitted to the Governor, the Secretary of State, the Authority, and the State Budget Director.
