Gracious God, today we ask that You bless this Senate body as we strive to serve the citizens of this great state with honesty, integrity, and the spirit of compassion. We further ask that You grant us the courage and insight to make decisions that protect and better the lives of constituents we are honored to represent.

Lord, bless the brave men and women of our military as they advance the causes of freedom and justice throughout the world. Bless, too, their families, heroes themselves, who wait and hope patiently for their safe and swift return.

We humbly pray for these blessings of protection, justice, and mercy in Your holy name. Amen.

Senator Scott's statement is as follows:

Well, It's been a sad day for a couple of weeks, and I think that I have been in denial. Ron Hicks has been my chief of staff for the last year and two months, and somehow the Family Independence Agency found a way to take him away from me. So Ron has left and has gone over to the Family Independence Agency, and we do want to honor his many years that he has given to the House and Senate.

As you know, Ron worked for Maxine Berman for many years, also more recently for Alma Wheeler Smith, who was the ranking member on the Democratic side for appropriations, and Ron served as her person. Not only just for Alma, Maxine, and myself, but Ron was an inspiration to all of us and certainly helped all of us. Deb Cherry and I are thinking about finding a way that we can maximize his salary over there to bring him back.

It has been an honor and just a real privilege. My right hand is gone. I just want to wish Ron well, and I'm glad that if you had to go that it was the Family Independence Agency, since that is my committee.

 

Senator Hardiman's statement is as follows:

I have had the pleasure of working with Ron Hicks on the Senator's staff and have found him to be a person of great integrity and someone who gets the job done. And I know I am going to enjoy working with him through our committee and his work at the Family Independence Agency. I just want to congratulate him publicly as well as personally.

 

Senator Johnson's statement is as follows:

Like all of those who know Ron, I, too, regret his leaving. He has been a priceless part of this system for many years. He and I worked together with Maxine Berman in the House, and we've spent many a long hour together negotiating issues. He's just as Senator Hardiman said, a man with enormous integrity, someone you could always rely on, and someone whose judgment you trusted. I love him dearly, and I am going to miss him.

"An act to provide for the registration, titling, sale, transfer, and regulation of certain vehicles operated upon the public highways of this state or any other place open to the general public or generally accessible to motor vehicles and distressed vehicles; to provide for the licensing of dealers; to provide for the examination, licensing, and control of operators and chauffeurs; to provide for the giving of proof of financial responsibility and security by owners and operators of vehicles; to provide for the imposition, levy, and collection of specific taxes on vehicles, and the levy and collection of sales and use taxes, license fees, and permit fees; to provide for the regulation and use of streets and highways; to create certain funds; to provide penalties and sanctions for a violation of this act; to provide for civil liability of owners and operators of vehicles and service of process on residents and nonresidents; to provide for the levy of certain assessments; to provide for the enforcement of this act; to provide for the creation of and to prescribe the powers and duties of certain state and local agencies; to impose liability upon the state or local agencies; to provide appropriations for certain purposes; to repeal all other acts or parts of acts inconsistent with this act or contrary to this act; and to repeal certain parts of this act on a specific date,".

"(15) Within 30 days after the effective date of the amendatory act that added this subsection, the board shall develop patient safety and equipment guidelines or standards for dentists delegating the administration of nitrous oxide analgesia to dental hygienists and dental assistants under this part and guidelines and standards regarding the administration of sedatives to patients under 18 years of age. The guidelines or standards shall be consistent with national recommendations and published reports." and renumbering the remaining subsection.

A resolution recognizing 150 years of engineering excellence at the University of Michigan.

Whereas, The discipline of engineering has had a significant impact on our world, contributing in far-reaching and beneficial ways to virtually every human enterprise, from manufacturing and aerospace to medicine and information technology; and

Whereas, The precursor to the College of Engineering was established in 1854 at the University of Michigan (U of M) as one of the first engineering degree programs in the nation; and

Whereas, Engineering at the U of M has evolved into one of the most respected and renowned programs of engineering in the world, consistently attaining the highest levels of excellence in education, research, and service, and currently comprising 11 academic departments, approximately 400 research and teaching faculty, and 7,500 students; and

Whereas, Generations of U of M engineering graduates have gone on to become outstanding practitioners, researchers, and instructors, advancing their profession and bettering the world in myriad ways; and

Whereas, U of M engineering today is leading the way not only in traditional engineering realms such as civil, aerospace, and automotive engineering, but in the newest areas of endeavor, such as cellular and molecular biotechnology, information technology, and nanotechnology and integrated microsystems; and

Whereas, The University of Michigan College of Engineering has committed itself to solving some of the largest, most pervasive, and most urgent problems confronting humankind; now, therefore, be it

Resolved by the Senate, That we hereby acknowledge and congratulate the University of Michigan for 150 years of engineering excellence. We gratefully acknowledge its ongoing contributions to the economic vitality of the state, the strength of the engineering profession, and the present and future well-being of our society; and be it further

Resolved, That copies of this resolution be transmitted to the Governor of the state of Michigan and to the University of Michigan.

Statements

 

 

Senator Clarke asked and was granted unanimous consent to make a statement and moved that the statement be printed in the Journal.

Senator Clarke's statement is as follows:

As many of you are aware, two police officers and one security officer were murdered this week. I want to acknowledge the Senator from the 4th District for memorializing their lives a few days ago.

Now these crimes are horrible not just the way that these officers had to die, but the fact that their family members will never see their niece or nephew or father or brother again. The immediate legislative response to these crimes has been to get revenge, to institute the death penalty and execute these murderers. These crimes are cold-blooded. They were cruel and, in my opinion, they were downright evil. But these crimes don't justify the state of Michigan to kill the killers. The death penalty does not deter sick people, and it's not a fair way to consistently administer justice.

I urge this Legislature, along with the faith-based community and the civil rights community, to join together in an effort to immediately stop the campaign to reinstitute the death penalty here in Michigan. I believe that when it comes to punishing murderers in these kinds of circumstances, the decision on who should die and when they should die is best left to our Creator and not to the government of Michigan.

1. Amend page 1, line 4, after "January 1," by striking out "2005" and inserting "2007".

The committee further recommends that the bill be given immediate effect.
