Eternal God, it is You in whom we live and move and have our being. Graceful God of love, it is You in whom we learn the ways of justice, compassion, and to share the responsibility of setting this world right. With this great power for good, open and bless this session of the Michigan State Senate. Grant that through the discussions and decisions made here, problems may be addressed with equity; that just governance is assured; that the prosperity of our state may be enhanced; that our business and industry will be more able to flourish; that divisions may be reduced; from city to suburb to village, no one is left out of the promise of recovery.

Put a sacred transparency onto the concerns to be addressed so that in the resolutions, the faces of those people who are affected will be seen, for behind the issues are persons, and within each person Your image is found.

In that spirit, O God, help these Senators be the best that they can be today. May those who gather in this chamber live up to Your challenge, even as You assure each and everyone that those who dwell in the presence of the Most High will be delivered into Your care, embraced by Your love, and sanctified with Your salvation.

O God, what we seek may we share, may what we share bring about good, and may the good that happens this day be a permanent sign of Your will, so that it is done on earth as it is in heaven. To You, O God of the ages, we pray. Amen.

Protest

 

 

Senator Scott, under her constitutional right of protest (Art. 4, Sec. 18), protested against the passage of Senate Bill No. 829 and moved that the statement she made during the discussion of the bill be printed as her reasons for voting "no."

The motion prevailed.

Senator Scott's statement is as follows:

I rise in opposition of Senate Bill No. 829. While this bill allowing for an additional judgeship in Macomb County is moving forward, I'm concerned that other judgeship proposals would not be considered. I have concern that the entire package of judgeship bills is scheduled to be taken up on a county-by-county basis as opposed to an all-inclusive approach, which I believe would be a fairer and balanced way of handling this issue.

One election proposal involves Wayne County. Wayne County Circuit Court receives up to 100,000 case filings a year, which is the 8th largest volume in the country, and is still scheduled to lose two circuit court judgeships in January of 2005. House Bill No. 5271 would rightfully retain the two judgeships in Wayne County, but it still remains tabled on the House floor.

So I cannot support this piecemeal approach, and I urge my colleagues to vote "no" on this bill.

A resolution to recognize the week of March 6-12, 2004, as National Voter Registration Week.

Whereas, The Declaration of Independence of the United States of America declares, "We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness." It further proclaims, "That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed"; and

Whereas, The United States of America was founded on democratic principles, and the word "democracy" literally means government by the people; and

Whereas, Many who have gone before us have risked their lives for this right, and by exercising the privilege of voting, we honor those brave individuals who sacrificed much to win the vote for us; and

Whereas, Voting in the United States is central to our democratic way of life, giving each of us a feeling of being a part of America when we get involved in the decision-making process by exercising our right to vote; and

Whereas, In 1994, the United States Congress passed the National Voter Registration Act, taking effect on January 1, 1995. This milestone voter registration law requires states to allow citizens to register to vote when they obtain or renew their driver's licenses and at designated government agencies, including those serving public assistance recipients and people with disabilities; now, therefore, be it

Resolved by the Senate, That we hereby recognize the week of March 6-12, 2004, as National Voter Registration Week. We acknowledge our country is a better country and our state a better state when its citizens exercise their voice in the democratic process. We further recognize that each vote is priceless, and we encourage all eligible citizens in the state of Michigan to register to vote.
