Creator and Eternal Spirit, hear our prayer. We give You thanks for this crisp fall day and for the opportunities it brings. May the light in this chamber be as bright as the glorious sun that returns daily to bring us hope.

We give You thanks for the men and women of this Senate, who have been called to public service and have devoted themselves to sustaining and improving the lives of the citizens of Michigan. We give You thanks that You have raised up for us these leaders of varying persuasions, who withstand the slings and arrows of outrageous fortune; to pursue truth as they understand it.

Remind us all, O God, that we are stewards of Your world. Help us not to forget that all we control of wealth or power belongs to You, and our charge is to use that power and wealth for the common good. Help us to remember that we are not called as purveyors of policy, but as caretakers of Your children.

Keep always before us the welfare of the state and the needs of the simplest and the weakest among us. Let not the faces of the women, the men, and the children of this state disappear in our haste to apply abstracts to complex changes. Bless this session, source of truth, that it may be compassionate, civil, and wise. Amen.

Senator Switalski's statement is as follows:

Mr.President, I rise in opposition to House Bill No.4600. This bill would limit first-year drivers to one unrelated passenger in the car with them. Proponents believe this bill will reduce accidents among young drivers, but we already have addressed this problem with a highly successful graduated driver's license system. This bill, while well-intentioned, violates the law of diminishing returns. We are greatly restricting the pursuit of happiness for a huge number of people for a theoretical improvement in safety. Are we willing to trade one of our God-given, inalienable rights so cheaply? How can we be so willing to punish all kids and all families so quickly because of a tiny fraction of drivers who behave irresponsibly?

We don't take that approach with gun laws in this state, and we are right not to. We don't take everyone's gun rights away because of the criminal activities of a few. Why would we restrict this privilege which is far more widely exercised and cherished? Are we willing to so callously ban the widespread practice of kids carpooling to school? This bill is so clumsy it would keep two kids from giving a stranded friend a ride home. Any decent person will give that ride anyway, and then we will have made them lawbreakers.

Have we forgotten the experiences of our own youth? Didn't you ever borrow your dad's car to go out for a concert, a game, or a hamburger with your friends? Isn't there a value to the exhilarating thrill of freedom you felt in doing that? Do you want to be responsible for banning that?

Mr.President, I'll never forget a steamy August night in the back seat of a car with Patty Otto on a double date. This bill will make the double date against the law. I refuse to believe this Senate could be that callous and cruel.

Please defeat House Bill No.4600.

Senator Jacobs' statement is as follows:

Sometimes it's hard to come behind my esteemed colleague, but I would like to make a point that hasn't been brought out in today's debate. While I feel that this bill, although improved with the Jacobs amendment, is still really an overreach. There is really a greater issue that we really need to be talking about, and that has to do with transportation in general, in terms of what we are able to provide the residents in Michigan.

We have to make a commitment to funding public transportation. We have to make a commitment to funding mass transportation in this state. We have to find, if we don't want kids to be driving at that age, then we need to be putting more money into our schools to be providing school busses to take kids to and from school. This Legislature has been lax in coming up and ponying up the money to do these things. What we are doing in effect is reducing options for parents, reducing options for youngsters, and not providing other solutions that really need to be addressed.

For that reason, I am voting against House Bill No.4600.

Senator Garcia's statement is as follows:

Normally, I would not be voting for a bill like this. There have been many great points made on both sides of the aisle, but the primary reason I will be voting for this bill today is because in the last 15 months six young people in my district have lost their lives because they made poor decisions while driving with other drivers of the same age. Now we can't prevent everyone from making a poor decision, and that's not what I advocate, but for six young people just starting out life to lose their lives because they were distracted by other friends and made wrong decisions. If I can do something to help prevent further loss of life, I will do so.

The other point you have to consider is this actually only covers a period of six to nine months in a young person's life. When they get their class 2 driver's license, this bill would be in effect for that period until they get their class 3 driver's license which is, again, a period of six to nine months. It's a very short time period of which to do everything we can to protect young people in this time of life.

Once again, I refer back to the fact that I talked to a number of classes, government classes, in which the students themselves admitted that the more young people there were in the car, the more likely they are to be distracted. So even though I would normally vote against a bill like this, it is because of the young people who lost their lives in my district. Again, six in the last 15 months and because it is a very short time period, I will be voting for this bill.

Good afternoon and buon giorno miei amici! As we anticipate pausing next Monday, October 11, to honor that great Italian explorer Christopher Columbus, I feel compelled to stand before you today to pay tribute to all of my fellow Italian Americans. I am reminded of my Italian heritage every day that I have the privilege to grace the floors of our beautiful, historical Capitol Building and witness the awesome, inspiring grace, and beauty of the "Ladies in the Dome." These breathtaking portraits were painted by Italian painter Tommaso Jugarlis who, as you know, we will honor with a gala celebration next week.

I hope we all seize the opportunity to remember the countless contributions that the Italian American community has made to the culture, to the arts, to the economy, and to the national spirit of these United States. Famous examples include: former New York City Mayor Rudolph Giuliani and Supreme Court Justice Scalia, who have chosen to serve our country in a civic capacity; sports stars like baseball great Joe DiMaggio and Olympic Gold Medalist Mary Lou Retton; and entertainers Frank Sinatra and Dean Martin.

Within this legislative body we recognize famous--or should I say infamous--Italian Americans: Senator Virg Bernero, Representatives Frank Accavitti Jr., Stephen Adamini, Steven Bieda, Paul Condino, Sal Rocca, Aldo Vagnozzi, Senator Dennis Olshove, and of course, yours truly; my chief of staff, Heather Lombardini; the famous queen of policy, the famous Melissa Samuel; and of course, the godmother of them all, Sally Durfee from the 24thDistrict.

And let us never forget the Italian American citizens who constitute a vibrant component of this great melting pot. They may not be celebrated or well-known, but on a daily basis they live the American Dream and play their role in making this country the best place in the world to live, work, raise a family, and pursue even the loftiest of goals.

Senator Scott's statement is as follows:

We sat here and debated House Bill No.4600 for some time. Well, the majority of my kids in my areas can't even afford the insurance to get the cars to drive. So my underlying hope is that as each of you leave Lansing today and head back to your respective districts until after the elections, you will seriously contemplate the reason why State Senator Martha G. Scott rises each day under "Statements" and speaks about high insurance rates.

For some of you, this issue doesn't impact you directly, in that your constituents are not experiencing shock and outrage when they open that statement every six months from their insurance agent. However, if your constituents were being forced to pay two or three times more than a person living just a short distance away, believe me, you would hear from them. And, I am most certain, that you would be doing everything within your power to address this issue.

As a state elected official, all I am asking is that you think about the many, many citizens in this state who are paying insurance premiums that, quite frankly, are just simply outrageous. As you all know, this issue is of utmost importance to me as a public official who has made it her mission to answer the call for help from so many of her constituents who simply want to pay a fair and equitable insurance premium. I don't think that what I'm asking for is unreasonable. In fact, I'm quite certain that it is attainable. I will continue to work and speak out until I find the solution to this appalling discrepancy.

Senator Cropsey's statement is as follows:

I just wanted to draw the body's attention today. We did have one Senator who was late today, the Senator from the 22nd District. He is in uniform today with his Army National Guard uniform on. I think it is important to note the reason why he was late. They did have a ceremony, and he was promoted to colonel in the Army National Guard. I just wanted to congratulate him on that.
