We ask for Your blessing upon this body. We ask for Your hand upon each and everyone of us as we make decisions that reflect upon this state and our children who come after us. Bless us as we work today. Give us safe travel and we pray these things in the name of our Lord, Jesus. Amen."

Motions and Resolutions

The Speaker, on behalf of the entire membership of the House of Representatives, offered the following resolution:

House Resolution No. 48.

A resolution honoring the life and contributions to the world of The Holy Father, Pope John Paul II.

Whereas, It is with a strong sense of reverence and admiration for the love he shared and the sacrifices he made on behalf of all of the people of the world, we honor today the life of Karol Jozef Wojtyla, Pope John Paul II; and

Whereas, Karol Jozef Wojtyla was born in Poland on May 18, 1920, and by the time he was in his early 20s and a young actor, he had lost both his parents, an army officer and school teacher, and his brother, and was made to leave a university during Nazi occupation to work in a quarry and chemical factory to avoid being deported to Germany; and

Whereas, In 1942 he became aware of his call to the priesthood and began clandestine seminary courses during the Second World War. After the war, he continued his studies in Poland, received his priestly ordination in 1946 and was sent to Rome where he finished his doctorate in theology. In 1948, he returned to Poland as vicar of various parishes, served as chaplain for university students and again began his own studies in philosophy and theology; and

Whereas, In 1958 Karol Jozef Wojtyla was appointed Auxiliary Archbishop of Krakow and in 1964 was nominated Archbishop of Krakow. At the age of 47, he was elevated to Cardinal and became the moral compass and the beacon for social change in Poland that would counter communism; and

Whereas, In 1978 Pope John Paul II became the first Slavic Pope, and the first non-Italian Pope in 455 years, to lead the world's 1.1 billion Catholics, including Michigan's 2.25 million Catholics with whom he celebrated Mass in 1987 from the Pontiac Silverdome; and

Whereas, His papacy has been marked by his call to respect the weak and disadvantaged; to value the aged; to confront the evils of communism in his home of Poland, Cuba and around the world; to reaffirm the Church's position on Catholicism's core beliefs; and even offer forgiveness to his 1981 would-be assassin; and

Whereas, As the most-traveled Pope in history he made visits to nearly 130 countries to share his vision and message for justice, peace and dignity for all people, and against poverty. Pope John Paul II met with numerous government leaders during 38 official visits, 738 audiences and meetings with Heads of State, and 246 audiences with Prime Ministers; and

Whereas, Pope John Paul II continued to spread his message of compassion and goodwill despite deteriorating health in recent years due to Parkinson's disease and crippling knee and hip ailments that both limited his travel and served as an inspiration to the world; now, therefore, be it

Resolved by the House of Representatives, That the members of this legislative body honor the life of Karol Jozef Wojtyla, Pope John Paul II. May God grant us the same ability to spread the love and peace personified by this great man, and follow his lessons to respect and protect all life, love our neighbor and offer assistance to those less fortunate; and be it further

Resolved, That a copy of this resolution be transmitted to the Holy See as a token of our esteem and respect.

Rep. Alma Smith, having reserved the right to explain her protest against the passage of the bill, made the following statement:

"Mr. Speaker and members of the House:

I voted no on the SB 235 which makes appropriations for Capitol Outlay projects because it omits state funding for critical infrastructure maintenance at several community colleges and three universities, in particular Eastern Michigan University (EMU) in my district. To summarily reject funding necessary to maintain and restore safety in one of Michigan's largest classroom buildings shows a reprehensible lack of regard for the safety and well-being of the 10,000 students who pass through that building each and every day. Rather than making the most of a much-touted Price of Government process, leadership failed to prioritize the state's aging and dangerous academic infrastructure and spend accordingly.

Since 1999, Eastern Michigan University has sought to secure funding to modernize and bring into code the 36 year-old Pray-Harrold Building. Last November, EMU again requested funding to renovate the building that houses classrooms for roughly 10,000 students a day and was built long before there was a need to provide basic access to computers and Internet-based learning tools. The project is estimated to require $31 million in new state funding and would update the building's antiquated and unsafe elevators, repair and replace critical structural and mechanical systems, address all life safety and ADA code issues, and modernize the building's outdated wiring to meet the growing needs of new academic technologies.

This exclusion of critical funding penalizes today's students because a handful of legislators had the power to 'make an example' of a few institutions of higher education. The fact of the matter is you cannot expect students to attain the tools needed to compete and succeed in the 21st century when you force them to attend classes in unsafe and wholly inadequate classrooms. Because the petty peak that echoes in this capitol outlay bill contradicts everything we are trying to do with regard to education, economic development and job training, I voted 'no'."

While I am in complete support of the Michigan Organ Donor Registry bill package that passed the house today, I was forced to vote no on House Bill 4082. Under the substitute bill passed today, road funds to my district for use by local units of government would be cut. I cannot support any legislation that would further drain funds from our crumbling roads."

House Resolution No. 49.

A resolution to memorialize the Congress of the United States to enact the Native Hawaiian Government Reorganization Act.

Whereas, The relationship between the federal government and the native people of our country is an important challenge for the Congress of the United States. Our country's political and legal responsibility to promote the well-being, self-determination, and economic self-sufficiency of native people is based upon the appropriateness of federal recognition of these indigenous people; and

Whereas, Legislation is pending in Congress to bring resolution to the issue of the identity of the Native Hawaiian people. This legislation, which has been debated in earlier sessions and which seems long overdue, would address matters that are very similar to issues of sovereignty among Native American tribes; and

Whereas, The Native Hawaiian Government Reorganization Act would reaffirm the rights of Native Hawaiians as indigenous people and grant federal recognition to the Native Hawaiian governing entity. The legislation provides protections for Native Hawaiians that encourage self-determination. These protections acknowledge the importance of health care, education, and environmental initiatives to the future of the Native Hawaiian people; now, therefore, be it

Resolved by the House of Representatives, That we memorialize the Congress of the United States to enact the Native Hawaiian Government Reorganization Act; and be it further

Resolved, That copies of this resolution be transmitted to the President of the United States Senate, the Speaker of the United States House of Representatives, and the members of the Michigan congressional delegation.

The resolution was referred to the Committee on Government Operations.
