Gracious God, our Father, we thank You for Your goodness, Your kindness, Your mercy, and Your grace. We thank You, God, for being the Giver of every good and perfect gift; for being the Sustainer of times past, present, and future.
We ask now, God, that You allow Your presence to rest in this place. We ask that You touch the hearts and the minds, the understanding of these our leaders. Give them courage to fight the fight that needs to be fought. Give them courage, O God, to do the job that needs to be done.

A bill to amend 1941 PA 122, entitled "An act to establish the revenue collection duties of the department of treasury; to prescribe its powers and duties as the revenue collection agency of the state; to prescribe certain powers and duties of the state treasurer; to regulate the importation, stamping, and disposition of certain tobacco products; to provide for the transfer of powers and duties now vested in certain other state boards, commissions, departments and offices; to prescribe certain duties of and require certain reports from the department of treasury; to provide procedures for the payment, administration, audit, assessment, levy of interests or penalties on, and appeals of taxes and tax liability; to prescribe its powers and duties if an agreement to act as agent for a city to administer, collect, and enforce the city income tax act on behalf of a city is entered into with any city; to provide an appropriation; to abolish the state board of tax administration; to prescribe penalties and provide remedies; and to declare the effect of this act," by amending section 21 (MCL 205.21), as amended by 2002 PA 657.
The House of Representatives has amended the Senate substitute (S-2) as follows:
1. Amend page 4, line 2, after "conference." by striking out the balance of the subdivision and inserting "A TAXPAYER WHO HAS MADE A TIMELY REQUEST FOR AN INFORMAL CONFERENCE MAY AT ANY TIME WITHDRAW THAT REQUEST BY FILING WRITTEN NOTICE WITH THE DEPARTMENT. 2. Amend page 2, line 2, after "EXPIRED" by striking out "OR AN AMENDMENT TO" and inserting "THAT OVERRULES OR MODIFIES".

A bill to amend 1893 PA 206, entitled "An act to provide for the assessment of rights and interests, including leasehold interests, in property and the levy and collection of taxes on property, and for the collection of taxes levied; making those taxes a lien on the property taxed, establishing and continuing the lien, providing for the sale or forfeiture and conveyance of property delinquent for taxes, and for the inspection and disposition of lands bid off to the state and not redeemed or purchased; to provide for the establishment of a delinquent tax revolving fund and the borrowing of money by counties and the issuance of notes; to define and limit the jurisdiction of the courts in proceedings in connection with property delinquent for taxes; to limit the time within which actions may be brought; to prescribe certain limitations with respect to rates of taxation; to prescribe certain powers and duties of certain officers, departments, agencies, and political subdivisions of this state; to provide for certain reimbursements of certain expenses incurred by units of local government; to provide penalties for the violation of this act; and to repeal acts and parts of acts," by amending sections 53a and 53b (MCL 211.53a and 211.53b), section 53b as amended by 2003 PA 105.

A concurrent resolution providing for a joint convention of the House of Representatives and the Senate.
Resolved by the House of Representatives (the Senate concurring), That the House of Representatives and Senate meet in joint convention in the Hall of the House of Representatives, Wednesday, January 25, 2006, at 6:30p.m., to receive the message of Governor Jennifer M. Granholm.
The House of Representatives has adopted the concurrent resolution.

Senators Brown, Switalski and Scott asked and were granted unanimous consent to make statements and moved that the statements be printed in the Journal.

Senator Brown's statement is as follows:
On this day in 1759, the first child of seven was born to William and Agnes. They were poor Scottish tenant farmers. This child grew up to be known affectionately by native Scots as Robbie Burns; we know him as Robert Burns. There is a statue of him in Central Park. He pinned the words for "Auld Lang Syne," "Tam o' Shanter," and "O my luv's like a red, red rose," to name only a few of his many literary accomplishments.
He died young at the age of 37 and at his funeral some 10,000 mourners showed to pay him respect. On this celebration of his birthday, Scots all over the world have a special feast celebrating Scotland's greatest bard and one of the centerpieces, of course, is the traditional Scottish treat of haggis.
With that, I just wanted to acknowledge Robert Burns' birthday for all the Scots in the chamber and around the state.
Senator Switalski's statement is as follows:
My colleague has spoken admirably about Robert Burns, but I thought I would just add to that very briefly and quote you a few lines from his 1786 poem "The Author's Earnest Cry and Prayer" to the right honorable Scottish members of Parliament. This was his advice to the Scottish members in Parliament on how to speak effectively and advocate for the Scottish people:
"Ne'er claw your lug
An' fidge your back
An' hum and haw
But raise your arm
An' tell your crack
Before them a'."
Senator Scott's statement is as follows:
I will be brief today because there is a package of bills that are in, and I'm hoping these bills will be taken up soon. But here is a person from Detroit who says, "Currently, my auto insurance costs more than the car note. If possible, I would like someone to answer this question. If I have a car wreck in Detroit or the wreck happens in Bloomfield Hills, the value of the car doesn't change, therefore, why is there a difference in rates? Urban versus suburban. I have never stolen a car or committed insurance fraud. Why do I have to pay for something I don't partake in?"
