A SUMMARY OF SENATE CONCURRENT RESOLUTION 54

Resolved by the Senate (the House of Representatives concurring), That, pursuant to Article XI, Section 5 of the Constitution of the State of Michigan of 1963, the Michigan Legislature waives the prior notice requirement to permit increases in rates of compensation for certain members of the Department of State Police as set in the contract settled between the Michigan State Police Troopers Association and the state and the Civil Service Commission; and be it further Resolved, That copies of this resolution be transmitted to the Civil Service Commission.

FISCAL IMPACT:

The collective bargaining agreement between the Office of the State Employer and the Michigan State Police Troopers Association was approved by the State Civil Service Commission on July 24, 2006 and will have the following fiscal impact: FY2006 – $2,241,951; FY2007 – $7,768,734; FY2008 – $14,494,882.  The costs for each fiscal year include base funding for salaries, pension, Medicare, and retirement health plus additional costs for life insurance, long term disability, shift differential, and overtime.

Since the collective bargaining agreement was approved in FY2006 and was not included in the Department of State Police FY2006 budget, supplemental funds may be needed to cover the retroactive costs of the contract going back to October 1, 2005.  Sufficient funding exists in the FY2007 budget to cover the additional costs of the collective bargaining agreement.
