A SUMMARY OF HOUSE BILL 4784 AS INTRODUCED 5-12-05

House Bill 4783 would amend the Youth Rehabilitation Services Act (MCL 803.305).  House Bill 4784 would amend the Juvenile Code (MCL 712A.18).   Both bills would add a provision that would prohibit state funds from being used to cover any portion of the cost of care for a juvenile who is a public ward placed out of state.  House Bill 4783 refers to a public ward placed in "a public or private institution or agency in another state or country."  House Bill 4784 refers to a court's placing a juvenile who is a public ward "in a private institute or in a facility located in another state or country."

FISCAL IMPACT:

The bills could decrease state costs for any juvenile public wards placed by the courts in public or private facilities outside the State of Michigan.  To the extent that such placements are ordered, local counties would be responsible for the state's share of these costs.
