A SUMMARY OF HOUSE BILL 5718 AS INTRODUCED 2-21-06
House Bill 5718 would amend Public Act 156 of 1851, which defines the powers and duties of county boards of commissioners, to allow a county board to levy a county-wide law enforcement tax, with voter approval. The revenues could be distributed to local municipalities within the county on a per capita basis for use exclusively for law enforcement.
Specifically under the bill, a county board of commissioners could, by proper resolution, submit to the electorate of the county at any general or special election, the question of a tax for law enforcement purposes. The board could elect to have the revenues derived from the tax levy allocated and distributed by the county treasurer to each city and village within the county, in the proportion that the population of each city or village bears to the total population of the county. The revenues allocated to the cities and villages would have to be expended exclusively for law enforcement purposes.

FISCAL IMPACT:
The bill would have no state fiscal impact but could produce revenues for local units of government.
