A SUMMARY OF HOUSE BILL 5878 AS INTRODUCED 3-16-06
The bill would amend the Natural Resources and Environmental Protection Act to create a new Part 29 (Environmental Compliance Assistance) to require the Department of Environmental Quality to prepare a booklet identifying various environmental laws and rules affecting individuals processing and storing, for at least 24 hours, dry edible beans, soybeans, small grains, cereal grains, or corn. The bill requires that the booklet be available, free of charge, upon request and posted on the department's website, beginning January 1, 2007.

FISCAL IMPACT:
This bill would have an indeterminate fiscal impact on the Department of Environmental Quality. It would require the Department of Environmental Quality to develop and distribute a new booklet for grain processors. The cost of design, printing and distribution would be covered through the department's existing budget. While these costs would be absorbed by the department, there would be no need to invest additional financial resources for the purposes described in this bill. There would be no fiscal impact on local governmental units.
