A SUMMARY OF HOUSE BILL 5890 AS INTRODUCED 3-16-06
House Bill 5890 would amend Public Act 566 of 1978, which sets standards of duty for public officers and employees, to allow a school board member to volunteer services in the school district where he or she is serving, under certain circumstances.
Under the bill, a member of a school board could be appointed to, or serve as, a volunteer coach or supervisor of a student extracurricular activity, if all of the following conditions were met:
o No qualified applicant was available to fill a vacant position if the school board members were excluded.
o The school board member received no compensation for service as a volunteer coach or supervisor.
o During the period he or she served, the school board member abstained from voting on issues before the school board concerning that program.
o The school district population was less than 15,000 according to the most recent federal census.
