Summary

MacombCommunity College received cost and construction authorizations for a Fraser Campus Renovations project under PA 45 of 2001.  The cost of the project is authorized at a total of $6,545,000 with financing split evenly between the state and college.  This is a facility the college uses for its law enforcement, fire science, and first responder training programs.  This building is a 1950's era junior high school that has not been significantly renovated.  The age and condition of the building's mechanical, electrical and plumbing systems along with potential asbestos complications caused the college to look for alternatives.

The best alternative, according to the college, is expanding the college's Emergency Services Training Center (ESTC) inClintonTownship.  It houses the same type of programs as the Fraser facility and is much newer.  This facility was opened in 1996 and is adjacent to the Sheriff's Office and Jail.  However expanding this facility will cost more than is currently authorized.  Hence, the college is asking the Legislature to authorize a project scope change and a cost authorization increase of $2.1 million which the college will pay for.

The Joint Capital Outlay Subcommittee (JCOS) approved this resolution, with recommendation.  The Department of Management and Budget also recommends approval.
