CONTENT
The bill would amend the State School Aid Act to count as pupil instruction time Reserve Officer Training Corps (ROTC) instruction in grades seven through 12, regardless of whether the instructor was a certified teacher.


Under the Act, a school district is required to provide at least 1,098 hours of pupil instruction, or forfeit a portion of its State aid. Certain allowances are provided for students who are in cooperative or special education programs (e.g., up to three hours a week of travel time may be counted as pupil instruction time), and districts may apply for a waiver of the minimum number of hours for alternative education programs. Also, a district may count as pupil instruction time up to 51 hours of qualifying professional development for teachers.


As noted above, the bill provides that instructional time that was part of an ROTC program in grades seven to 12 would have to be considered pupil instruction time, regardless of whether the instructor was a certified teacher.
