CONTENT
The bill would create a new act to require the Michigan Department of State Police (MSP), upon receiving a notice of the discovery of a methamphetamine laboratory pursuant to the proposed "Methamphetamine Reporting Act", to post on the MSP's internet website the location of the methamphetamine laboratory and the name of the law enforcement agency or other agency reporting the lab's existence.
The MSP would have to keep the information posted under the bill current, and include in that information a statement as to whether the remediation of each lab site had been completed according to standards established by the Department of Community Health (DCH).
"Methamphetamine laboratory" would mean a site where the illegal manufacture of methamphetamine has taken place, and would include all equipment and supplies used at that site for that purpose. "Methamphetamine" would mean that substance described in Section 7214(c)(ii) of the Public Health Code, i.e., any substance that contains any quantity of methamphetamine, including its salts, stereoisomers, and salts of stereoisomers.
BACKGROUND
House Bill 5841 would create the "Methamphetamine Reporting Act" to require the MSP to establish and maintain a computerized database for compiling information regarding methamphetamine manufacture, use, possession, and distribution in Michigan.
Under that Act, the MSP would have to compile information from itself; the DCH, the Department of Human Services, the Department of Natural Resources, and the Department of Corrections; and each local policy agency in Michigan, including a city, village, or township police department, county sheriff, and the police department or public safety department of a hospital, community college, college, or university.

FISCAL IMPACT
The bill would have an indeterminate fiscal impact on State and local government. The Department of State Police would incur additional costs in establishing and maintaining the internet website required under the bill, but at a cost that cannot be determined at this time.
